- Justification and Approval The Transportation Security Administration (TSA) intends to contract using other than full and open competition for the following under FAR 6.302-2 (Unusual and compelling urgency). TSA has a requirement to provide full repair of 3000 sq ft TSIF Facility chiller area exterior wall surface located at the Ronald Reagan National Airport. TSA is citing unusual and compelling urgency due to anticipated winter weather conditions at the TSIF site. The required wall materials will not bond below the 50 degree temperature mark. The exterior repairs must be completed during day time weather conditions at 50 degrees or higher. Several leaks have been discovered in the 2nd floor office cubical area and if they continue to go without repairs, greater damage will occur. The Metropolitan Washington Airport Authority currently identifies Ivory Associates and Pioneer Roofing Security access to airport building roof areas. No other vendors currently are provided access to airport building roof areas and the Air Operations Area (AOA), which is located to the rear of the TSIF facility and will require access for this repair. Accordingly, the TSA intends to award a purchase order to Ivory Associates, 3 Hillard Court Poolesville, Maryland 20598. Phone: (240) 447-3949. This purchase order will address the requirements to repair of 3000 sq ft TSIF Facility chiller area exterior wall surface located at the Ronald Reagan National Airport. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.2. Interested vendors who may wish to seek subcontracting opportunities should contact the above named company directly. This Justification and Approval for Other Than Full and Open Competition has been reviewed and approved in accordance with established TSA procedures and is hereby published in accordance with Federal Acquisition Regulation (FAR) 6.305. Any and all redactions in this published document (that is, language marked out or deleted) have been identified and confirmed by the Government as contractor proprietary information which the Government must protect from unauthorized disclosure.
