Description
This is a sources sought synopsis only. This is NOT a request for proposals and in no way obligates the Government to award any contract. The purpose of this sources sought synopsis is to gain knowledge of potential offerors who possess the potential for work efforts required to address systems engineering, testing, certification, management tasks, and documentation required for modernizing Marine Corps Combat Operations Center (COC) hardware in conjunction with the implementation of the COC Services Oriented Infrastructure. The Marine Corps seeks to provide commanders, at all levels, with the means to operate decisively despite uncertainty. The Marine Corps employs the MAGTF Combat Operations Center (COC). The COC is a common, modular, and scalable operational entity that facilitates C2 across the full spectrum of MAGTF operations. The COC is based on an approved Mission Need Statement (MNS) dated 29 May 1996 and from this MNS, two Operational Requirements Documents (ORDs) were derived: The Command Center (CC) ORD dated 26 December 1997 and the Combat Operations Center (COC) ORD dated 25 May 2005 (Change 7). The Marine Corps has fielded a family of systems to provide the COC capability at each MAGTF element and level of command. The COC supports the primary operational agency required to control the tactical operations of a command employing ground and aviation combat, combat support, and combat service support elements. The COC provides transportable C2 facilities for the commander and staff of the Command Element (CE), Ground Combat Element (GCE), Aviation Combat Element (ACE), and Logistics Combat Element (LCE) in support of MAGTF operations. The COC minimizes the number of distinct equipment configurations to improve logistics supportability, while maximizing operational flexibility and suitability for required echelon-specific functionality. There are three fielded COC system variants (V), all designed using a building block approach: (V)2 (Division / Wing / Marine Logistics Group Level), (V)3 (Regiment / Group Level), and (V)4 (Battalion / Squadron Level). The current production model of the COC is the Model F. Future COC capabilities will be included as Marine Corps Engineering Change Proposals (ECPs) upgrades to the existing Model F hardware configurations to meet COC ™s Service Oriented Infrastructure (SOI), server virtualization, integration of Tactical Data Systems (TDSs), and the adoption of available services produced by 3rd Party Developers (development efforts of other program offices). Potential offerors would perform all tasks required to design, develop, integrate, test, produce, manufacture, train, deliver and prepare documentation and technical manuals associated with COC hardware modernization upgrades and COC reproduction requirements identified by the Government. The potential offeror would need to provide all materials, equipment, hard tooling, personnel, and facilities necessary to manufacture, fabricate, integrate, produce, and deliver the types and quantities of deliverables specified by the contract. Upon successful completion of developmental test, operational test, first article test, the Government may exercise contract options for integration, production, fielding, and sustainment. This notice of intent is not a request for competitive proposals. The Marine Corps is seeking to identify potential vendors. No RFP is available for competitive bidding; however interested parties are requested to submit a statement of capability outlining their ability to meet or exceed this potential requirement not to exceed 5 pages to PG 11 Contracts at PG11_COC_CONTRACTS@usmc.mil. Such capabilities/qualifications will be evaluated solely for the purpose of determining an acquisition strategy. The strategy developed based upon responses to this notice, is solely within the discretion of the Government. No phone calls will be accepted. All responses must be made electronically and must be received no later than 17 November 2010 at 5:30 PM EST.
