- The United States Army Contracting Command, CECOM Contracting Center intends to procure, under the authority of 10 U.S.C. 2304(c)(1), Only One Responsible Source, as implemented by FAR 6.302-1(a)(1), commercial management consultant services in support of the continued development of the Acquisition Center (AC) Strategic Plan. The subject is accompanied by its strategies and goals to include review and mapping of specific process operations within an envisioned operational model. The location of performance will be at Aberdeen Proving Ground, MD and any other necessary locations. The proposed source is the Pin High Company, Inc. (Leading Solutions Group (LSG)), 8305 Falls of Neuse Road, Ste. 207, Raleigh, NC 27615, is a woman owned small business. The NAICS Code is 541611, Administrative Management and General Management Consulting Services, with a corresponding small business size (in dollars) of $7 million. Since 2002, LSGs intimate knowledge of AC plans, procedures, functionality, and strategic planning has increased the opportunity for the AC to meet its mission, especially during a critical time of BRAC. The solicitation number assigned to this effort is W15P7T-11-R-S405 and will be issued on or about 08 November 2010. It is anticipated that a 3 year Firm Fixed Price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ), performance-based service contract would be awarded on a sole source basis.
