- OFFICE OF SECURITY TECHNOLOGY REQUEST FOR INFORMATION (RFI) RFI-NAS-001-2011 INTRODUCTION The Federal Bureau of Prison (BOP), is seeking information on potential solutions to actively or passively prevent inmates from utilizing any form of contraband electronic communications device (i.e. a cell phone) in order to communicate with anyone outside our secure perimeter. This is to include, but not be limited to detection, jamming, spoofing, denial of service, managed access, direction finding, scanners, hand-held frequency detectors, voice recognition, non-linear junction detectors, pico and femtocells, etc. The purpose of this Request for Information (RFI) is to gather information to assist BOP in formulating its requirements. BACKGROUND The BOP has three basic requirements to prevent inmates from using cell phones: 1. The equipment must work without impacting or collecting information from the general public who are located outside the secure perimeter of our facility. 2. The equipment must work with all cellular phone protocols / frequencies. 3. The overall cost of equipment and installation must be at a reasonable cost. The BOP is only interested in equipment that meets our requirements and is a ‘commercial off-the-shelf' (COTS) solutions. The BOP does not fund technology research. DESCRIPTION OF INFORMATION REQUESTED All vendors with an appropriate product relating to the BOP's requirements are invited to submit detailed specifications. If multiple products are suggested as part of the solution, please indicate how the equipment functions together and include a system diagram. In addition to the equipment specification sheets and product literature, please answer the questions below.. Please respond to these questions, for each specific piece of equipment: 1. Is the equipment covert and can it be hidden from inmates? 2. Describe its physical characteristics: a. Describe its physical characteristics. b. Include: height, width, depth, weight c. Are there multiple pieces of equipment in your solution? d. Antenna 3. What legal issues could hamper the use of your system and have to be resolved before it could become operational? 4. Does the equipment function on all US cellular bands and/or frequencies? 5. What is the equipment's minimum and maximum detection distance? 6. Does the equipment rely on a direction finding solution? 7. How sophisticated / complicated is the equipment to operate for non-technical staff? 8. How does the system ensure it is only working with cell phones within the secure facility? 9. Are there features or components of the equipment that we will not need to use in order to remedy this problem? 10. How will the equipment work to provide coverage for both indoor and outdoor areas of a prison compound (campus) with 50-60+ acres and dozens of building including three, four-story inmate housing units? 11. Is all of your suggested equipment COTS available within three months? 12. Are there any potential health issues possibly associated with your equipment when used constantly (24/7/365) in the direct vicinity of confined inmates?
