Description
TO PROCURE one (1) Tytron Microforce Test system and one (1) High Temperature Foam Testing System to conduct thermo-mechanical testing at a very wide range of temperatures, velocities and frequencies of force on thin film materials consisting of non-metallics, metallics, and ceramic matrix composites, etc. The systems will consist of an air filtration module, a mechanical test system base assembly, a computer-driven control module with a monitor, and specified grips and load cell subcomponents, testware and high temperature furnace for use in low load mechanical testing at both room temperature and elevated temperatures. SIC Code is 3829, NAICS Code 334516, Size Standard 500 Employees. This is a Sole Source procurement, synopsis published for informational purposes only. Solicitation documents are not available. This proposed contract action is for procurement of an item for which the government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1. The proposed source is MTS Systems Corporation, 3465 Perrysville Ave, Pittsburgh, PA 15214. The notice of intent is not a request for competitive quotations; however, all quotations recieved within five(5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information recieved will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. 'An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. WHen requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selections process.'
