Description
The Environmental Protection Agency is soliciting proposals under full and open competition to provide technical support to fulfill the requirements of the Toxic Substances Control Act (TSCA), the Pollution Prevention Act of 1990 (PPA), Superfund Amendments and Reauthorization Act (SARA), and other activities in support of the Office of Pollution Prevention and Toxics.The purpose of this requirement is to provide technical support for the performance of chemistry and environmental fate and transport and Design for the Environment evaluations of chemicals (including biotechnology, nanotechnology, and other new initiatives) in programs supporting the Toxic Substances Control Act (TSCA), Pollution Prevention Act (PPA), Superfund Amendments and Reauthorization Act (SARA), and other activities. Such support includes the chemistry, fate, and other aspects of their manufacture, processing, use, potential new uses, and pollution prevention. In performing such evaluations, the contractor shall be required to gather, generate, evaluate, and communicate chemistry, fate and transport, toxicology, and chemical technology information for a wide variety of chemical substances including substances prior to manufacture for commercial purposes (for which there may be little or no published data) as well as substances which are established in U.S. Commerce and therefore may have extensive literature references. This tasking also includes identification of potential other uses for these substances and their substitutes. The contractor will also be required to perform environmental fate and transport assessments using established EPA processes, and for use in developing new procedures related to environmental fate and transport, and exposure assessments.One contract is anticipated to result from the Request for Proposals (RFP). The contract will be a Cost-Plus-Fixed-Fee (CPFF) type with one (1) 12-month base period of performance and four (4) 12-month option periods of performance for an estimated total of 65,000 hours (basic quantity per each 12-month period of performance of 13,000 hours) and 127,500 hours of optional quantity (optional quantity of 25,500 per each 12-month period of performance). The North American Industry Classification System (NAICS) Code for this effort is 541620. The small business size standard for this NAICS category is $7 million in annual receipts (or income) as defined under 13 CFR ? 121.104. It is anticipated the solicitation will be posted on the Internet on or about November 24, 2010. Proposals will be due approximately 30 days following the issuance of the solicitation. All responsible sources may submit a proposal which will be considered by the Agency.The solicitation, Statement of Work (SOW), amendments (if any), and other related information will be available via the Internet at http://www.epa.gov/oamhpod1/oppts_grp/0910503/index.htm. A draft copy of the SOW is currently posted on this website and is available for review. Prospective offerors are advised to monitor the website for the status of this solicitation and shall download the solicitation from the Internet as hardcopies of the solicitation will not be provided.
