Description
Automated Information Systems DESCRIPTION OF ACQUISITION: Headquarters, Air Force Global Strike Command Director of Operations and subordinate units require non-personal technical, system analysis, programmatic, and analytical support for Training and Evaluation Management System (TEAMS), Crew Force Scheduling, TimePiece, Missile Code Component Tracking System (MCCTS), Electronic Dispatch (e-Dispatch), and Electronic Personnel Reliability Program (e-PRP). All of the above named software systems will be web based and able to interface with each other as necessary to cross feed information. - TEAMS is an automated information system (AIS) used for training records management. TEAMS integrates information from every part of unit training into one database, with instant accessibility via the internet. Additionally, TEAMS provides trend and metric analysis; a paperless training and evaluation records management, storage and access to training and evaluation products and integrates legacy systems, to include Missile Procedures Trainer (MPT) records, T1 Emergency War Order (EWO), T3 Codes and T4 Weapon System classroom training and test scores, tracks nuclear surety, supplemental lesson instruction and crew member certification dates. - TimePiece is a software product used to schedule and track crewmembers for alerts, T1, T3, T4, and Missile Procedures training IAW Requirement 3 of this SOW. - MCCTS is an AIS used to track Minuteman III code components, critical components, Tamper Detection Indicators (TDIs) and provide inventory reports IAW EAP-STRAT, Volume 16 and Requirements 4 & 5 of this SOW. - E-Dispatch is an AIS used to track and distribute the dispatch process which is used to authorize personnel onto ICBM Launch Facilities (LFs) and Missile Alert Facilities (MAFs) IAW AFSPCMAN 31-108 and Requirements 6 & 7 of this SOW. - E-PRP is an AIS used to track the PRP status of all wing personnel assigned duties which require PRP. e-PRP will ensure a person is PRP certified prior to performing duties requiring PRP certification to include: dispatching to an ICBM LF or MAF and performing nuclear bomber duties. Additionally, e-PRP will track PRP certifications and records for assigned personnel and automatically notify squadron commanders, certifying official (CO), PRP monitor, competent medical authority (CMA), schedulers, unit codes divisions and Key and Codes Control Center (KCCC) of changes in PRP status of assigned personnel IAW DoD 5210.42/AFMAN10-3902 and Requirements 8&9 of this SOW. 3. DESCRIPTION OF REQUIREMENT: The Requirements, Program and Information Management Support for HQ, Air Force Global Strike Command Director of Operations (A3) and subordinate units GSA task order, FA2517-05-F-7006, currently with Kepler Research Inc., expires 28 October 2010. a. This requirement constitutes non-personal technical, system analysis, programmatic, and analytical support for Training and Evaluation (TEAMS), Crew Force Scheduling (TimePiece), Missile Code Component Tracking System (MCCTS), and Electronic Dispatch (e-Dispatch) in support of the Intercontinental Ballistic Missile (ICBM) Mission. It also includes Electronic Personnel Reliability Program (e-PRP), in support of the ICBM and Nuclear Capable Bomber Mission. b. The TimePiece system was created prior to the previous contract period and is owned exclusively by Kepler Research Inc. The Government does not have unlimited rights to, or design documentation on the TimePiece software. At this time, there are no other known COTS software solutions to replace TimePiece. If this contract is re-competed, a winning contractor, other than Kepler would not be able to fulfill the Statement of Work (SOW) requirements with respect to TimePiece because of the proprietary nature of the software. c. Timepiece is the primary scheduling tool for Missile Wings at Francis E. Warren AFB WY, Malmstrom AFB MT, and Minot AFB ND, for over 675 nuclear operations personnel.
