Description
REQUEST FOR INFORMATION (RFI). NO SOLICITATION DOCUMENT EXISTS AT THIS TIME. Marine Corps Systems Command (MCSC) is conducting market research to obtain information on responsible sources that have the capability to provide design/development assistance, prototyping production, and testing of a novel Tactical Emergency Release System (TERS) used on individual load bearing tactical equipment. Generally, a TERS is needed to ensure a Marine ™s ability to doff the tactical equipment (e.g. vest) in situations analogous to water submersion, ensnarement, or medical emergencies. MCSC endeavors to enhance the current emergency don and doff performance of its existing individual load bearing tactical equipment. Sample traits of the desired TERS may include: Easy to Use: intuitive, activated by either hand, effective in all environments regardless of dress, no special tooling for field repair or field replacement of TERS Durable: reusable, withstands high tension, withstands blunt impact, consistent effectiveness in multiple environments (e.g. high altitude, deep submersion, extreme heat/cold) Ergonomic: minimal weight, non-obtrusive, no pressure points, contours to body Efficient: single point activation with complete release of equipment in two components, shared release points with routine doff process Non Hazardous: no sharp edges, no magnetic interference, no infrared signature, no accidental misfire, non-explosive MCSC is specifically seeking information from sources that have experience with related innovative design/development efforts and have experience with or access to rapid prototype production that includes injection molding, metal fabrication and integration of the prototype hardware into individual load bearing tactical equipment. Interested sources should submit information related to relevant design/development capabilities and experience, as well as specific prototype production capabilities. Prototype production information should clearly state if the source has an organic production capability and its experience related to injection molding and metal fabrication. Sources without organic production capability should include information about the likely production subcontractor ™s experience. Both organic and subcontracted prototype production information should include standard/estimated prototype production times. Other relevant marketing and technical materials are welcome. Small businesses are encouraged to respond. The Government anticipates a solicitation for this effort to be released during Fiscal Year 2011. The likely resultant contract type is Cost Plus Fixed Fee (CPFF), thus Offerors must have an adequate accounting system in accordance with FAR 16.301-3 to be eligible for award. If contract award is made, MCSC will provide the baseline concept TERS for further development; the development process is envisioned to be an iterative design, build, and test process. Individual load bearing tactical equipment will be provided to the contract awardee (if award is made) in the form of Government Furnished Equipment (GFE). Clearly marked restricted or proprietary information will not be disclosed outside the US Government. The Government will not pay for information and materials received in response to this RFI and is in no way obligated by the information received. All submitted materials will be retained by the Government and not returned to the sender.
