- NASA/LaRC has a requirement to port Sinda/Fluint software to Linux platform.NASA/LaRC intends to purchase the items from Cullimore & Ring Technologies Inc. Cullimore& Ring Technologies is the developer and only vendor of the Sinda/Fluint software thatruns from Thermal Desktop. They hold the source code for their commercial verson ofSinda/Fluint, and are the only ones who can modify it to run on Linux platform. It wouldtake substantial duplication of resources and time for another source to provide asimilar service, and this additional expense is not expected to be recovered throughcompetition. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 12.00 p.m. local timeon 11/15/2010.Such capabilities/qualifications will be evaluated solely for the purposeof determining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
