Description
55 CONS/LGCZ, Offutt AFB, NE intends to award a sole source contract to Texas Engineering Experiment Station (TEES) under the authority of 10 U.S.C. 253 (c)(1). Under the proposed contract TEES shall develop a capability to integrate and visualize electro-magnetic battle management information to aid in pre-mission planning for the warfighter. TEES shall develop a conceptual framework and associated components necessary to create and demonstrate an interactive and flexible data visualization and analysis workstation display specifically tailored to the tasks of Electronic Warfare Battle Management (EWBM). It shall manage EW operational, analysis and planning information, configure and operate EW and modeling and simulation tools, and aggregated visual abstracts demonstrating effective or novel approaches to EW information displays. The analytical tools and visualization modules will be aggregated in concept and function to form a dashboard like presentation tailored to the operator's functional role. The dashboard concepts and tools shall include but not be limited to, decision support tools, module integration, geospatial analysis, bookmarks, content sharing, RF analysis and Non-Obvious Relational Awareness (NORA) capabilities. The concept and tools shall include other technical, administrative and periphery modules necessary to support a comprehensive workspace for a user in an EW management, planning or analysis role. The Multi-Program Research and Education Facility (MPREF) at TEES provides a secure infrastructure required to support research for the intelligence community. The MPREF contains approximately 4000 square feet of accredited SCIF space. It also has secure communications capability. The presence of NSA Center for Academic Excellence in Cyber Research and Education, the George Bush School of Government and Public Service and a number of academic departments within Texas A&M University allows TEES to put together a robust capability to meet the JIOWC's needs. TEES is unique in having the staff and facility resources to develop innovative approaches and tools for EWBM applications. Interdisciplinary teams of faculty, staff, and graduate students with majors in both technical and policy areas can be formed to work in the field of electro-magnetic battle space management. TEES has demonstrated its capability by developing visualization products for the Department of Homeland Security, The US Coast Guard and the Animal and Plant Inspection Service. TEES' approaches in projects related to the Coast Guard Display System (CGDS) and the Dynamic Preparedness System (DPS) are highly relevant for EWBM. DPS can be considered an information dashboard. It provides a common integrated display driven by data from authoritative data sources. This is applicable to the JIOWC/EWD's need to integrate visually diverse sources of information and multiple date streams into one visual display. CGDS is a software tool which supplies to the user visual integration, information sharing, a common operating picture and decision support. All four aspects are integral to supporting military missions and EWBM. This notice is neither a request for a competitive proposal nor a solicitation for offerors. A determination by the Government to not compete this requirement is based on responses to this notice and is solely within the discretion of the Government. This notice should not be construed as a commitment by the Government. If your company has the capability to provide this service at full performance beginning 8 December 2010, provide a capability package to the Contracting Officer no later than 15 November 10.
