- The Fleet and Industrial Supply Center (FISC) Norfolk, Contracting Department, Philadelphia Office intends to procure educational support services for the United States Naval Academy (USNA), Annapolis, MD 21402. The educational services are in support of the Leadership Education and Development (LEAD) program. The overall objective of the LEAD program is to provide accredited graduate level Master ™s degree education program and preparation for talented, highly qualified Junior Officers to serve as Company Officers at the USNA and for continued future service in the Navy and Marine Corps. The program develops students ™ abilities to think critically and analytically, and focus on the knowledge, skills, and abilities essential for understanding, designing, and conducting leader and team development. Each Company Officer leads and mentors a company of approximately 150 midshipmen. Company Officers that graduate the LEAD Program are responsible for developing midshipmen morally, mentally, and physically. In addition, the Company Officers coach, counsel, and motivate, teach leadership courses, and act as officer representatives for athletic teams and extra-curricular activities. Company Officers will apply the graduate education acquired from the LEAD Program in an organizational, midshipmen company setting. The mandatory educational objectives of the LEAD Program are as follows: develop students ™ abilities to think critically; develop students ™ abilities to think analytically; instruct students to understand and apply leadership theories, concepts, and principles; instruct students to understand theories of motivation and apply motivational techniques to individuals and teams; develop individual midshipmen to be leaders of character; instruct students to analyze and explain individual and team behavior and performance; instruct students to plan, conduct, supervise, evaluate, and revise individual developmental programs; instruct students to design, conduct, supervise, evaluate, and revise individual and team learning experiences; instruct students to apply performance appraisal techniques; instruct students to apply counseling techniques; instruct students to understand and apply ethical theory and military ethics; instruct students to understand and apply conflict resolution and negotiation techniques among individuals and teams; instruct students to understand the implications of modern technology and learning; educate students to serve as a role and mentor for midshipmen; instruct students to assess and revise role modeling and mentoring techniques; instruct students to understand diversity in the military; develop students ™ interpersonal behavior, professional core competencies and world awareness; instruct students to communicate effectively, both orally and in writing; instructs students to develop the ability to relate current issues and world events to the Naval Profession; instruct students to understand and apply time management techniques; create an environment that supports individual and team development; instruct students to understand the role of USNA in developing leaders of character for the Navy, both today and in historical context; program must teach students the effects of team and organizational phenomena on individual development and team performance; instruct students to design, supervise, assess, and revise organizational socialization programs; instruct students to apply team development techniques to enhance individual midshipman development; instruct students to apply assessment techniques to evaluate the effects of team and organizational phenomena on individual development; instruct students to lead organizations through change; instruct students to integrate organizational systems to enhance midshipman development; program must enable students to understand educational processes in an undergraduate setting; instruct students to assist with and contribute to the design, delivery, and assessment of leadership courses and training events to midshipmen; and instruct students to teach effectively at the undergraduate level. The mandatory programmatic objectives of the LEAD program are as follows: students must be able to complete a master ™s degree in a one year period; students are designated as LEAD fellows and are assigned for duty at the US Naval Academy in Annapolis, MD thus the graduate education must be completed at an institution within an easily accessible commute in the greater Baltimore-Washington, D.C., metropolitan areas (approximately 60 minute drive from the US Naval Academy); approximately 14-25 Junior Officers complete all phases of the program as a cohort; courses are not to be conducted via distance learning; students must have ready access to university academic, educational and computational resources; the LEAD program must be conducted by an accredited, nationally ranked, top tier university; selection of LEAD fellows must be deferred to the US Navy Academy and not to the degree granting institution. This acquisition will be conducted utilizing the FAR Part 13.5 for Test Program Procedures for SAP Commercial Items. The proposed procurement is being processed on a full and open competitive basis. The proposed action will result in a firm fixed price purchase order consisting of a twelve month base period with two (2), twelve month option periods. The mandatory educational and programmatic objectives of the LEAD program require the degree granting institution to be 1) A TOP TIER, NATIONALLY RANKED UNIVERSITY 2) THE FIELDS OF STUDY PROVIDED IN THE MASTER ™S DEGREE PROGRAM MUST ENCOMPASS ALL MANDATORY EDUCATIONAL OBJECTIVES, AND 3) GEOGRAPHICAL PROXIMITY TO USNA “ APPROXIMATELY A 60 MINUTE COMMUTE.
