Description
SOURCES SOUGHT: This is a Sources Sought notice wherein the National Park Service, Alaska Regional Office, 240 W. 5th Ave., Anchorage, Alaska 99501 is seeking to identify potential sources, i.e., certified Total Small Business concerns who are interested in submitting a proposal for a potential project as described below. This Sources Sought is not an issuance of a solicitation or a request for proposal and the information presented in this announcement will not obligate the National Park Service in any manner, nor shall it result in any claim for reimbursement of costs for any effort you expend in responding to this request. All information provided to the Government will become the property of the Government and will not be returned. There is no guarantee expressed or implied that the market research for this acquisition will result in a set-aside either competitive or sole-source or of any guarantee of award or particular acquisition strategy developed. DESCRIPTION (SYNOPSIS) OF WORK CONTEMPLATED UNDER THIS PROJECT: The contractor shall provide all the needed labor, materials, small tools, incidental materials/supplies, travel, lodging, and per diem to plan, mobilize, manage, perform, and document all activities necessary related to this project. In general terms, the proposed work consists of the removal of the existing well pipe and casement, approx. 42 feet deep at the project site; within the footprint of the existing well house the drilling of one 6-inch water well from 80-100 feet, with the Government option open to drill an additional 100 feet (200 feet total) if necessary in order to find sufficient water to sustain a 5 GPM well withdraw rate. The well shall have a 6-inch well screen; 6-inch well casement; a 115 Volt AC 0.5 (1/2) HP submersible well pump capable of pumping 5 GPM and discharging to a 2-inch heat traced NSF approved HDPE Arctic Pipe supply line between the well pump and the pump house; a well controller device; a local manually operated emergency cutoff switch and standard well power supply (electric) cables in metal conduit; a pitless adaptor; a well cap and sanitary seal at the NPS operations site in Bettles, Alaska. The trenches for the electrical conduit and cables shall be provided by the contractor. The well drilled shall be a "Class A" well as according to the Alaska Department of Environmental Conservation (ADEC) specifications. HEAVY EQUIPMENT: Equipment rental is available in the local area through the Evansville Tribal Council. PROJECT LOCATION: The project area is located in the community of Bettles, Building 108, Lot 3, Bettles, Alaska. Bettles is located approximately 200 air miles North of Fairbanks, Alaska. This site is accessible by air only from on or about April 15th to on or about March 1st of the following calendar year (example- April 9, 2009 to Feb. 28, 2010) and via a temporary and sometimes hazardous ice road from on or about January 15th to on or about April 1st of the same calendar year (example- February 7, 2010 to April 3, 2010). Average temperature during the winter months is 0-10 degrees F. NOTE: The mobilization/demobilization intent for this project is to utilize the "ice road", subject to weather and road conditions. CONSTRUCTION CAMP: Establishment of a construction camp on NPS leased property may be permitted if local amenities options prove to be unavailable. Lodging and other amenities are available in the local community of Evansville. MAGNITUDE OF COSTS: The magnitude of this project is estimated under $100,000. The NAICS code for this project is 237110, Water and Sewer Line and Related Structures. This work will also be subject to FAR 52.222-6, Davis-Bacon Wage Act. CONTRACTOR SUBMISSIONS: The NPS is requesting that all interested and qualified and certified Total Small Business Concerns respond to this Sources Sought notice with a capability statement similiar to marketing packages used in the everyday course of doing business. Please include in your package the business name of your company, address, DUNS number, socio-economic classification, and submit your package within 15 calendar days of this posting. The proposed Invitation for Bid solicitation (if followed upon) will be posted on or about November 30, 2010.
