- This is a notice of intent and not a request for proposals nor does it constitute a solicitation. The Department of the Air Force, Air Force Materiel Command, Air Force Flight Test Center (AFFTC), Directorate of Contracting, Edwards Air Force Base California, intends to award up to a one year follow-on, sole source, indefinite delivery/indefinite quantity contract to Lockheed Martin Aeronautics Company in Ft. Worth, TX, to support Simulation Development, Operations, and Maintenance for the Air Force Electronic Warfare Evaluation Simulator (AFEWES). This will be a Cost Plus Fixed Fee (CPFF) and Cost Reimbursable (CR) contract. AFEWES is a hardware-in-the-loop test facility located at Air Force Plant 4, Ft. Worth, Texas that develops, validates and operates high fidelity threat simulators for testing electronic warfare (EW) effectiveness. The AFEWES facility provides secure, technical evaluations of EW systems and techniques against radar guided terminal threat systems, surface-to-air missiles. The AFEWES facility incorporates both hardware and software to simulate threat systems and interact with U.S. and allied EW systems. The Program requirements include: design, development, security, testing, maintenance, operation and documentation throughout all phases of the electronic warfare threat countermeasure evaluation cycle for DoD EW programs. A minimum of a Secret Clearance is required in order to perform this work. This acquisition involves data that are subject to export control laws and regulations. The following criteria will be used to evaluate responses to this notice in order to determine whether or not this requirement will be open to competition: experience in developing, designing, testing, operating and maintaining hardware-in-the-loop Radio Frequency (RF) simulations relating to surface-to-air missiles. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Qualification packages shall include, as a minimum: 1) evidence of past experience and related projects that covers the aforementioned evaluation criteria with cost/price of past efforts; 2) size of firm, large or small business; 3) whether or not these services are provided commercially to non-government agencies. Additionally the responses should contain information demonstrating a contractor's ability to perform the aforementioned functions on the AFEWES program assets without the benefit of operational and/or maintenance manuals or documentation. A determination by the Government whether or not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Proposals received within fifteen days, after the date of this publication, will be considered by the Government. Anticipated contract award date is on or before 17 December 2010.
