Description
Statement of Work Terms and Conditions This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6 and FAR 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-46. The associated North American Industry Classification System (NAICS) code is 611430 with a small business size of $7 million. This solicitation is set-aside for small business. HSCG23-11-R-DBP068 is a Request for Proposal (RFP) for a Shipyard Competent Person (SCP) course to provide training to the United States Coast Guard (USCG) in accordance with the Statement of Work (SOW). The SOW is provided in Attachment DBP068 SOW. Evaluation factors for this solicitation are provided in Attachment DBP068 TC. Offerer are to submit their proposal in two separate volumes: (1) Contractor proposal to meet government requirements, and (2) Price and Past Performance information. Contractors are to ensure their volumes are sequentially numbered and do not exceed a limit of sixty pages for their proposal package. The resultant firm-fixed- price, Indefinite Quantity, Indefinite Delivery (IDIQ) contract will have a period of performance of a base year with four one-year option years. The contract minimum is one class and the maximum is seventy five classes for the contract including all option periods. The IDIQ Unit of Measure will be Each (EA). The Contract Line Item Numbers and Quantities are: CLIN 00001 Shipyard Competent Person Class in accordance with the SOW. Minimum 1 class and Maximum 15 classes CLIN 10001 Shipyard Competent Person Class in accordance with the SOW. Minimum 1 class and Maximum 15 classes CLIN 20001 Shipyard Competent Person Class in accordance with the SOW. Minimum 1 class and Maximum 15 classes CLIN 30001 Shipyard Competent Person Class in accordance with the SOW. Minimum 1 class and Maximum 15 classes CLIN 40001 Shipyard Competent Person Class in accordance with the SOW. Minimum 1 class and Maximum 15 classes Questions regarding this RFP are to be submitted by email to katherine.k.west@uscg.mil no later than 4:00 pm EST on November 16, 2010.
