- Questions Draft SOW Sample Order Draft SOW for BPA/IDIQ This is a request for information for planning purposes only. This is NOT a solicitation for proposals, proposal abstracts, or quotations and in no way obligates the Government to award a contract. Feedback from potential sources is needed to 1) determine the availability and capability of all qualified sources, 2) determine if any future procurement should be set aside, 3) determine how to procure this requirement (i.e., Federal Supply Schedule vs. open market), and 4) obtain feedback and questions regarding the draft Statements of Work. Background: The Social Security Administration desires to proactively identify and pursue new and creative ways to improve agency operations and business processes. SSA is a premier change agent within government, and looks to advance the use of innovative technologies to enhance communications, reduce agency workloads, and expand interactions with a diverse customer base. Major technology breakthroughs can promote greater agency agility, creativity, and flexibility, facilitating mission objectives. This proposed future contract will provide research, development, implementation, and support capability for high risk/high reward emerging technologies to sustain agency programmatic and administrative operations for innovation, transparency and open government activities. We envision that research will be in the form of customer surveys, interviews, focus groups and other means to obtain the public's view of SSA's systems and access to information and will be a critical part of the process. No coding or writing programs is anticipated. The focus will be rather recommending innovative solutions, based on research, and designing and improving processes, applications, and interfaces with the public. We envision that these improvements/innovations will primarily be in the area of Information Technology (IT). However, such recommendations may also encompass non-IT areas, for example, redesigning the layout of a field office to make it more easily accessible to the public. SSA anticipates either establishing multiple award BPA's under existing federal supply schedules or multiple award Indefinite Delivery Indefinite Quantity (IDIQ) contracts. Sources that feel they have the capability to fulfill this potential requirement are requested to complete the brief questionnaire and submit it to the contracting officer by Monday, December 6, 2010. Interested sources are also encouraged submit capability statements along with the completed questionnaire. Responses must be submitted to brenda. monch@ssa.gov. Emails are limited to 4MBs in size. However, multiple emails may be submitted. Faxed information will not be considered. No reimbursement will be made for any costs associated with providing information submitted in reply to this notice. This notice is not to be construed as a commitment by SSA. The Government reserves the right to contact, or not contact, any party responding to this notice in order to obtain further information for market research purposes.
