- Statement of Objectives (Draft) Market Research Questionnaire November 9, 2010 Subject: Market Research Questionnaire - Instructions to Prospective Respondents STARS Recompete Acquisition The Food and Nutrition Service (FNS) of the U.S. Department of Agriculture is seeking qualified sources that are capable of providing performance-based contractual support with regard to the recompetition of FNS's STARS system. Your attention is invited to the accompanying draft "Statement of Objectives" (SOO) for background and specific details regarding the subject upcoming solicitation. The purpose of conducting the subject market research in accordance with FAR 15.202 entitled "Advisory Multi-Step Process," is to gain an understanding of the capabilities and qualifications that exist in the current marketplace as well as to formulate a performance-based acquisition strategy. The Government intends to use such information gathered as part of the competitive process to "down-select" the most viable sources. Consistent with FAR 15.202(b), FNS will evaluate all responses to the subject questionnaire. In turn, each respondent will either be invited to participate in the resultant acquisition or notified that they are unlikely to be a viable competitor based on evaluation of the information submitted. Respondents however, who have not been considered as viable competitors, notwithstanding the advice provided by the Government in response to their submissions, may request to participate in the resultant acquisition. In conducting the subject evaluation, FNS with the assistance of its consultant intends to use criteria of: overall assessment of proposed solutions to meet the stated objectives and experience of respondents in supporting requirements similar in nature, scope and complexity as those envisioned for the recompete of STARS stated herein. In the foregoing evaluation, the Government will place a higher emphasis on the responses to questions A (Best Practices), D (Capability), and F (specific related Past Performance). Your firm is invited to complete the information requested on the attached questionnaire. Please note that your response should be limited to 15 pages, including all attachments excluding Appendix-A: Performance Work Statement (PWS) Matrix (detailed answers for Question-C), Appendix-B: Detailed Descriptions of Proposed Labor Categories (for Question-E), a cover page and a table of contents, using 1" margins and a font size no smaller than or equal to 12 pitch. The required due date for submission of the completed information package is not later than 5:00 PM EDT, Tuesday, November 23, 2010 submitted via e-mail to: David.Lum@fns.usda.gov. The subject market research shall not in any way commit the Government to pay for any costs incurred by interested parties responding. This not a Pre-solicitation or solicitation notice.
