Description
THIS IS NOT A SOLICITATION. IT IS A REQUEST FOR INFORMATION. In accordance with Federal Acquisition Regulations paragraph 15.201 (e.), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. 1. PURPOSE. This is a Request for Information (RFI) in support of the US Army Protection Functional Solution Analysis (FSA). The purpose of this RFI is to request assistance from Industry in identifying ideas for Materiel approaches to solve or mitigate the Protection gaps identified in the Protection Functional Needs Analysis (FNA). 2. BACKGROUND. The Protection FSA is being led by the US Army Maneuver Support Center of Excellence (MSCoE), Concept, Organization, Doctrine Development Division (CODDD). The FSA is the third step in the Joint Capabilities Integration and Development System (JCIDS) process and focuses on identifying solutions to operational problems. The Protection FNA identified gaps that cross the areas of Identify, Prevent, Mitigate, Law & Order Operations for Host Nations, and Organic Protection capabilities. 3. SCOPE. The Protection Study is an attempt to identify protection capabilities that provide 360 hemispherical as well as subsurface protection against threats. The study focuses on the US Army with applications in a Joint environment. The study uses Defense Planning Guidance (DPG) compliant scenarios to provide the operational setting for the analysis of the submitted approaches. 4. SUPPORTING DATA. Supporting documents and data can be requested through the POCs located in para 7. Supporting documents include the US Army Functional Concept for Protection 2016-2028, the Protection Functional Area Analysis (FAA), a list of the gaps to be addressed, and the template to be used for submission. Questions may be submitted at any time to the points of contact in paragraph 7. 5. INSTRUCTIONS. Responses must be submitted using the prescribed template. The template will be the primary means for evaluating the input. Accordingly, entries that are unclear or incomplete may not be reviewed. Responses will not be more than 10 pages, to include the cover page. All submittals may be classified up to Secret. Additional security restrictions (e.g., NOFORN) should also be suitably noted. 6. RESPONSE SUBMITTALS. Responses can be emailed to the POCs, hand delivered, or mailed. If hand delivered or mailed, include electronic copies. The mailing address is Concept, Organization, Doctrine Development Division, 320 MANSCEN Loop, Hoge Hall, Suite 235, Fort Leonard Wood, MO 65473. Attention should go Mr. Richard Latham or Mr. Michael Martori. All information provided will be adequately protected. Any proprietary information must be identified. The statement Releasable to US Government Agencies and their supporting Contractors for Review Only must accompany any proprietary submissions. Responses are requested no later than 5 December 2010; extensions will not be considered. 7. POINTS OF CONTACT.
