- NOTICE OF INTENT TO AWARD -- The Program Executive Office for Simulation, Training & Instrumentation (PEO STRI), Orlando, FL, hereby gives notice of intent to award a sole source purchase order to Big Oaks Ranch, Inc. for a land rental. The purpose of this procurement is to lease a facility to provide the means to support the Instrumentable-Multiple Integrated Laser Engagement System (I-MILES) Individual Weapon System (IWS) 2010 Source Selection Procedure effort. Due to its location, approximately 30 minutes from PEO STRI, as well as an open field, which provides 720 acres with 1000+ meters of uninterrupted line of sight necessary to properly assess the weapon SATs and for the technical demonstration exercises, Big Oaks is the only known reasonable source to satisfy agency requirements. This purchase will be made under simplified acquisition procedures (SAP), Other than Full and Open Competition as authorized by FAR 6.302-1, and Statutory Authority: 10 USC 2304(c) (1) as implemented by FAR 6.302-1. This announcement constitutes the only notice. The NAICS code for this procurement is 531190. The contractor shall provide the following: use of a field, pavilion, cabin, log house, access to restroom facilities and kitchen areas, brief and meeting rooms for presentations, AAR, demonstrations, and other required meetings, necessary to complete contractor technical demonstrations, as well as a locked room for storage of equipment to be used for source selection. All comments and questions must be submitted in writing. The government is not responsible for any costs incurred in responding to this notice. This notice of intent is not a solicitation or a request for proposals; however, interested persons may identify their interest and capability to meet this requirement. This procurement will be prepared in accordance with FAR Part 13, using Simplified Acquisition Procedures.
