- Description
- The General Services Administration, Office of Acquisition Operations, Travel Acquisition Support Division (QMAD) has a requirement to obtain the services of a Contractor capable of providing passenger travel data in the area of the airline industry to support the City Pair Program (CPP). An in depth analysis of the applicable actual travel volume per city pair is required. The Contractor shall have the experience and capability to generate travel data specific to the originating and destination airport (and/or city) codes associated with the total amount of Government travel each year. Accuracy and timely reporting of this information is critical to the mission of CPP final market requirement selections. In addition, the raw data will be further utilized to determine the available routes, schedule information, and airline carriers for specific markets. GSA seeks a Contractor capable of providing comprehensive reporting of Government air passenger travel data and believes that a commercial firm could more effectively provide this information. The Contractor is expected to use its own initiative to deliver the expected outcome in the most efficient and timely manner possible. All provided data and deliverables will become property of the US Government. Therefore a non-disclosure agreement and conflict of interest statement is required. To the extent possible, the Government desires to model its CPP to be in alignment with commercial best practices, therefore the following reporting format is required ( using the Microsoft Excel Software ): ORIGIN FINAL DESTINATION PASSENGER COUNT DOMESTIC /INTERNATIONAL Domestic United States (US) City Pair Markets are to be reported by separate airport code and are to be in alphabetical order, first by origin airport code, then by destination airport code. Do not duplicate travel data. For example, Atlanta, Georgia (Origin) to Denver, Colorado (Destination) and/or Denver, Colorado (Origin) to Atlanta, Georgia (Destination) must be reported as ATL/DEN, and not DEN/ATL, regardless of the direction of the travel. Any market that originates in the US and terminates in Guam (GUM) shall be reported as WAS/GUM, CHI/GUM, etc. in the international section. All US possessions including Puerto Rico (PR) and the Virgin Islands (VI) shall be reported in the domestic section as DCA/MAZ, STT/YUM, etc. International City Pair Markets are to be reported by city code and alphabetized by US city code, then by international city code. They are to be reported in this order, regardless of direction. For example, travel between Washington and London is to be reported as WAS/LON, and not LON/WAS, regardless of what combination of airports (i.e. BWI, Dulles, Heathrow, or Gatwick) are used and regardless of direction of travel. Any market that originates in GUM and terminates in a foreign location should also be reported in the international section as GUM/PAR, GUM/SEL, etc. The CPP ends its annual contract period each year on September 30 th. The new contract period begins on October 1 st ; therefore, this acquisition is for the continual reporting to procure a commercial item for this program. The new contract for air passenger travel data reports will commence effective November 2010, with four one-year option periods.
