- Coastal Interceptor Vessel (CIV) The mission of U.S. Customs and Border Protection (CBP), Office of Air and Marine (OAM) is to protect the American people and the Nation's critical infrastructure through the coordinated use of integrated air and marine assets. To ensure CBP/OAM marine forces have the vessels to detect, interdict, and prevent acts of terrorism and the unlawful movement of people, illegal drugs, and other contraband toward or across the borders of the United States the requirement for a Coastal Interceptor Vessel (CIV) is apparent. The CIV will be a law enforcement variant of a commercially available vessel that is currently in production and can be configured based on CBP/OAM requirements as specified in this request for proposal (RFP). Proposed equipment shall be commercially available, operationally viable (demonstrable), easily upgradeable and fully supportable (parts, technical assistance, etc.) for up to 5 years beyond the delivery date of the vessel. To reduce program costs and risk, the contractor shall propose non-developmental items, commercial-off-the-shelf equipment to the maximum extent possible. To accomplish the maritime interdiction mission, the CIV will be required to operate in littoral coastal waters and in offshore areas of the United States and its territories in varying sea and weather conditions. The CIV will be used for patrol, interdiction, special operations, port security support, and to pursue suspect vessels for the purpose of delivering Agents to conduct boardings, searches, and when necessary, arresting violators and seizing vessels and/or contraband. The CIV will support and operate with other Federal agencies in and outside of DHS, state, and local agencies for both law enforcement and/or emergency response/management.
