- Pre-solicitation Notice: N02CM11005-48 - Clinical Trials and Information Management Support This requirement was synopsized as sources sought - HHS-NIH-NCI-SBSS-ETSB-11005-48 THIS IS A PRE-SOLICITATION NOTICE: A SOLICITATION WILL BE POSTED TO FBO UPON THE CLOSING OF THIS NOTICE. THIS IS NOT A REQUEST FOR PROPOSAL, A REQUEST FOR INFORMATION OR AN INVITATION FOR BIDS. The Department of Health and Human Services (DHHS), National Institutes of Health (NIH) requires services to procure supplies or non-personal services necessary to provide "Clinical Trials and Information Management Support". The NAICS code for this requirement is 541990 and small business size standard is $7 million. NIH intends to procure these services as competitive Full and Open Competition. NIH anticipates award of a Cost Reimbursement plus Fixed Fee (CPFF) contract with performance period of one 12-month base year and four 12-month options periods. The anticipated solicitation release date on or around November 15, 2010. BACKGROUND: The Cancer Therapy Evaluation Program (CTEP) is responsible for the administration, coordination, and scientific review of most of the extramural clinical trials supported by the Division of Cancer Treatment and Diagnosis (DCTD). These programs include the activities of the DCTD Clinical Trials Cooperative Group Program, the Early Drug Development Program cooperative agreement and contract holders, the recipients of investigator-initiated grants and cooperative agreements relating to cancer treatment and the recipients of investigational agents, as well as the Treatment Referral Center (TRC) and Special Exception programs. In addition, CTEP is implementing recommendations made by the National Cancer Advisory Board's Clinical Trials Working Group (CTWG) to restructure the NCI's clinical trials enterprise to realize the promise of molecular oncology in the 21st century. NCI's Coordinating Center for Clinical Trials (CCCT) guides the implementation of the CTWG recommendations. CTEP collaborates with CCCT in leading the implementation of Scientific Steering Committees to enhance scientific quality and prioritization of clinical trials. The project is for the re-competition, which was awarded on a competitive basis for a four year base period with 3 award term option periods. DESCRIPTION OF SERVICES: The Government is seeking a Contractor for the purpose of providing information and management support to the CTEP and CCCT Professional Staff in the evaluation, coordination and oversight of clinical trial concepts and studies as they develop. The Contractor would also be involved with the acquisition, review and analysis of data and information which result from CTEP-sponsored extramural clinical research. In addition, they need to provide project management support to ensure that CTEP-sponsored trials are reviewed and activated in a timely manner. The contractor also needs to provide management and administrative support for the coordination and oversight of steering committee meetings, task force and working group meetings, concept evaluations, and Clinical Trials Planning meetings (CTPMs).
