Description
(i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.(ii)This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-46. (iii)This solicitation is a total small business set-aside, NAICS 562991, Septic Tank and Related Services, with a small business size standard of $7 million. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. (iv)The Government intends to issue a firm-fixed price purchase order to the responsible offeror whose total offer represents the best value for the Government. The National Park Service, Gateway National Recreation Area, Jamaica Bay Unit is looking to rent portable toilets for several locations (see location chart). Successful offeror will provide all equipment, supplies, transportation, and cleaning. Pricing provided should be all inclusive for placing, anchoring, removing, pumping, cleaning and providing supplies for each unit. All units shall always have hand sanitizer, toilet paper, and deodorizer supplied by offeror. See detailed specifications in Statement of Work below.(v)REQUIREMENTS: The vendor shall supply equipment that meets or exceeds the following requirements: a)All units must be constructed of molded polyethylene material with translucent roof and contain wall and floor vents. Pipe venting is also desirable. Flooring must be slip-proof. Units must be weather-proof. All units must contain:b)spring-loaded, lockable doors with exterior occupancy indicatorsc)dual toilet paper roll holderd)hand sanitizerse)urinalf)minimum 18" seat height; 19" height in handicap accessible unitsg)minimum 60 gallon waste tank; 35 gallon minimum in handicap accessible unitsh)check list to be signed off by the technician after each service calli)Flushable units must contain a closed holding tank with hands-free foot pump. Handicap accessible units must be wheelchair accessible and contain safety grab-bars. (xi)A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. (xv)Applicable Wage Determination: WD 96-0223 (Rev. 27) found at www.dol.gov _____ STATEMENT OF WORK Jamaica Bay Unit requires six (6) units for Base Year ( December 1, 2010 through October 31, 2011), and the four one-year options (November 1 through October 31). These units are to be serviced two times per week (Monday and Friday) for Base Year December 1, 2010 through March 31, 2011, and for four one-year options from November 1 through March 31. Beginning April 1, 2011 through October 31, 2011, an additional fifteen (15) units are required. During this time period, all units (total 21) are to be serviced three times per week (Monday, Wednesday and Friday). Option year one (1) through four (4) will have the same performance requirements. Units located at Canarsie Pier, Plum Beach and North Channel Bridge (see location chart) may occasionally require Sunday Cleaning. Sunday Cleaning, if needed will be requested no later than close of business on the Thursday prior.Units will be placed in the locations and in quantities as listed on the attached Location Chart. All units will be cleaned by 9:00am on the designated day. The government will spot check the condition of the units by 10:00am. Any units found to be in an unacceptable condition will require the contractor to dispatch a person to re-clean the unit, or otherwise rectify the condition, within one (1) hour of notification.The contractor will provide new or like-new units at the beginning of the contract. The Contracting Officer's Technical Representative (COTR) will inspect the units jointly with the contractor within 10 days of contract award and will annotate the condition. The contractor is responsible for maintaining all units to the same condition as when delivered.
