Description
The U. S. Army Corps of Engineers, Huntsville Engineering and Support Center (CEHNC), intends to negotiate on a sole source basis with Indefinite Delivery/Indefinite Quantity (ID/IQ) multiple year AFCS/TCMS contractor, CASA Designs, and for an increase to the ceiling on the current AFCS/TCMS W912DY-07-D-0007. The proposed action is pursuant to 10 U.S.C. 2304 (c) (1), as implement by Federal Acquisition Regulation (FAR) 6.302-1. This action is to support the continuation of current efforts relating to the effective AFCS/TCMS which is composed of planning guidance, Computer Aided Draft Designs (CADD), Labor and Equipment Estimates (LEE), Bill of Materials (BOM), Theater Oriented Guide Specifications (TOGS) and logistics data with an automated data base that proscribes installations, austere facilities and other contingency structures and works commonly required by military forces for base development, lines of communication, and tactical operation support. This action will be a modification to the existing firm fixed price contract. The ceiling increase will support the execution of work planned through September 2012. It is considered that award to a new contractor would result in a significant duplication of cost well beyond any cost savings that might be achieved through competition, and would result in unacceptable delays. Under the authority of FAR 6.302-1, this action is directed toward all U. S. Army Corps of Engineers, Huntsville Engineering and Support AFCS/TCMS contractor. All responses should be directed to Charnis C. Boards-Bailey at charnis.c.boards-bailey@usace.army.mil and must be received within fifteen (15) days from the publication date of this synopsis. No telephone inquires will be accepted. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This notice of intent to negotiate a sole source modification to Contract W912DY-07-D-0007 is not a request for competitive proposals. A determination by the Government not to compete this proposed contract modification based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a response which will be considered. This is NOT a formal notice of solicitation. Telephone or facsimile inquiries and /or response will not be accepted.
