- The U.S. Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction project entitled: Milton-Freewater Nursery St. Bridge Drop Grade Structure-Walla Walla River. The work is located on the Walla Walla River, approximately 44.7 miles upstream of the confluence of the Columbia River in Milton-Freewater, Oregon (Umatilla County). This will be a firm-fixed-price construction contract. Construction magnitude is between $500,000 and $1,000,000. Performance and payment bonds equaling 100% of the contract award price will be required. The North American Industry Classification System (NAICS) code for this project is 237990 and the associated small business size standard is $33,500,000. This sources-sought announcement is being issued to identify small business concerns with the capability to accomplish the work. This is not a solicitation. Only those firms responding to this announcement by submitting the following information will be used in determining whether to set aside this requirement. Please provide the following: 1)A capability statement expressing interest in this requirement, describing your company and its capability to complete a project of this magnitude and complexity. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. 2)A statement or list of your firms current or past technical experience similar to or the same as the summary scope of work and construction magnitude for this requirement. Include a brief description of each project scope, schedule, and dollar value. 3)A statement or list of your firms current or past performance similar to or the same as the summary scope of work and construction magnitude. Include a point of contact name, phone number and email address. 4)A statement of your firms bonding capacity. 5)A statement of your firms business size and type (HUBZone, Service Disabled Veteran Owned, 8(a)). Your response to this notice must be received, in writing, on or before 3:00PM (local time) on November 19, 2010. Summary Scope of Work Using USACE supplied plans and specifications, the contractor will accomplish the following Scope of Work. All work will require the Contractor to follow the procedures in the Army Corps of Engineers Safety Manual, at http://www.usace.army.mil/CESO/Documents/EM385-1-1FINAL.pdf. The requirement is to construct a series of A-weir groupings comprised of two 9-inch steps per weir group below the Nursery Bridge fish way facility constructed on the right bank of the Walla Walla River just downstream of Nursery Bridge in Milton-Freewater, OR. Buried rock grade control tie each of the 11 rock A-weir groups into both levee banks and longitudinal rock is used to form and maintain the low channel. Approximately 16 tons total of rock sized (3 to 4 feet in diameter) is required and approximately 5,500 tons of bedding. Plantings are provided at least15 feet from the levees and the rock forming the low flow channel. Seepage protection material (approximately 2,600 tons) is installed in fill areas (approximately 6,000 tons of streambed and native fill) to prevent the river from becoming subterranean. One foot diameter rock is specified in areas where scour is expected to reduce the potential for areas that would otherwise strand fish at low flows. The work requires operation of an excavator, bulldozer, and dump truck for site preparation, and grading. Installation of seepage protection material and native plantings are required. Water diversion and management of migrating juvenile and adult Endangered Species Act (ESA) fish required. The ESA fish in-water work window is July 15th to September 30th but may be extended to October 15th or possibly later through consultation. Also assumes low flows continue later in the season which can be managed by the constructed bypass flow conveyance system. Expected construction period is June 15, 2011 thru October 30, 2011.
