Sources Sought Synopsis: THIS IS A SOURCES SOUGHT SYNOPSIS ANNOUNCEMENT; A MARKET SURVEY FOR INFORMATION ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. PLEASE DO NOT REQUEST A COPY OF A SOLICITATION, AS ONE DOES NOT CURRENTLY EXIST. The 42d Contracting Squadron of Maxwell AFB, AL, is looking for potential sources who are able to provide Pastoral Caregiver Response Training for the Chaplain Corps located at Fort Jackson, South Carolina. The Government contemplates award of a single, firm-fixed price contract for this potential requirement. Please submit the following information with your response to this Sources Sought Synopsis: a. Business Size: HUBZone 8(a), Other 8(a), HUBZone Small Business, Serviced Disabled Veteran-Owned Small Business, Small Business, or Large Business b.All interested sources must respond to this Sources Sought Synopsis by 12:00 p.m., Central Time, on 13 December 2010. Any interested vendor must submit a "white-paper" 8-10 pages long outlining capability to perform the requirements of the training objectives. AFCCC Pastoral Caregiver Response Training (PCRT) 2011 Objectives Pastoral Care Response Training (PCRT) for the Chaplain Corps is a critical pastoral intervention and leadership course, aimed at preparing the Chaplain Corps to effectively intervene and successfully assist Airmen in restoring their sense of wholeness and healing. PCRT will provide the Chaplain Corps with increased capacity to intervene and employ spirituality as a sustainable best practice to assist Airmen impacted with sexual assault and trauma. PCRT will provide a stand-alone, individually-focused pastoral care intervention tool-kit that can be applied in any workplace environment across the Air Force. A regionally accredited University department of pastoral counseling will create and administer a 5 day residential training for USAF Chaplain Corps Personnel. The same regionally accredited University department of pastoral counseling will develop a web based ancillary training based upon the same residential curriculum and course of instruction using the Advanced Distance Learning (ADLS) and Blackboard platforms. The regionally accredited University department of pastoral counseling will offer 38 to 40 certified continuing education units (CEUs) for the 5 day residential course participants upon completion. The highly interactive web based training should be developed in 6 to 10 months and be able to take participants 1 hour to complete. An evaluation tool will be embedded in the training allowing participants to demonstrate understanding and comprehension of the training objectives through testing. Upon passing the test with at least 75% out of 100%, participants will be awarded a printable automated certificate of completion following the 1 hour of training and testing. The regionally accredited University department of pastoral counseling lead faculty must be credentialed pastoral care practitioners with doctorate degrees from regionally accredited universities and with 5 to 7 years of professional practice in the field of pastoral counseling to ensure the best quality possible in the interaction between theoretical principles and practical applications. The lead faculty team should also be published in the field of pastoral counseling or have documented peer reviewed published research in the same field of pastoral counseling. Peer reviewed published research demonstrates the superior quality and qualifications of the team proposing to carry out this work. Publications in at least two of the following fields is desired: trauma healing, sexual assault and spirituality, theological-psychological aspects of trauma and grieving, spiritual-theological dimensions and integration of loss, violence, and healing. Lead faculty practitioners will provide the following information for all faculty who will be involved with the instruction of this program: DEGREE: Satisfactory completion of requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in the field of pastoral counseling. LICENSURE: Faculty instructing in the PCRT program must be licensed in at least one or more of the following professional fields; pastoral psychologist, pastoral counselor, therapist or any other related pastoral care credentials and licenses.. The licensure must be a full, current, unrestricted license to practice pastoral care counseling at the doctoral level in a State, Territory, Commonwealth of the U.S. or the District of Columbia. SPECIALIZED EXPERIENCE: Faculty should possess 5 to 7 years of specialized experience. Specialized experience is experience that has equipped the faculty members who will be instructing in the PCRT program with particular knowledge of the pedagogy and praxis required in meeting the PCRT requirements for a large multidisciplinary and diverse Chaplain Corps. In keeping with the U.S. Air Force Chaplain Corps focus on Airmen-centric warrior care and care for the caregivers, the instructing faculty shouldshow an understanding and familiarity with holistic pastoral care needs of Airmen serving in the military environment today. The regionally accredited University department of pastoral counseling will demonstrate ownership of aunique and compelling evidence based pastoral care response toolkit with capability to equip the Chaplain Corps personnelto enable them toeffectively respond to the unique challenges and harm caused by sexual assault among military members. The regionally accredited University department of pastoral counseling will demonstrate past capabilities of expertise in this field of pastoral counseling. This may be in the form of publications, training, or practical experiences which serve as evidence to demonstrate theological, psychological and spiritual integration of best practices in this field and well able to meet the stated PCRT training requirements. The regionally accredited University department of pastoral counseling should demonstrate sole ownership of copyrighted and spiritually integrated academic works proposing evidence based self care protocols and spiritual resiliency in trauma healing for those impacted by sexual assault in the military. These resources are required for the chaplain corps personnel in the frontlines to provide holistic wellness and care to military member impacted by sexual assault. Subject Matter Experts from the said University department of pastoral counseling should hold memberships with 2 or 3 of the following professional organizations: the American Psychological Association (APA), International Society for Traumatic Stress Studies (ISTSS), American Association of Pastoral Counselors (AAPC), and the Association of Professional Chaplains (APC) or others equivalent to the ones listed here. The regionally accredited University department of pastoral counseling training package will offer skills demonstrating theoretical and practical balance that easily translates into effective user friendly techniques that will transform pastoral caregiver triage capabilities and provide immediate care for the victim. Trained Chaplain Corps personnel will be able to successfully intervene and assist the victim, innocent bystander and the perpetrator using the acquired skill set. The complete PCRT training package will accomplish the following objectives: (a). Provide a step by step skill set on how to engage in a healing conversation with traumatized sexual assault victims, an electronic and hard copy binder format. (b). Provide a didactic/interactive model for healing based on selected spiritual and theological perspectives from with a capacity for religious pluralism. (c). Build basic understanding on grief, healing and their relationship to trauma. (d). Understand the links between trauma/spirituality/crisis and healing. (e). Equip Chaplain Corps personnel to provide supportive trauma coping skills for victims of sexual assault/rape and their families as well as other intervention strategies for by-standers and perpetrators. (f). Equip Chaplain Corps personnel with self care tools to meet the demands of doing ministry with a specialized population, self care protocols and prevention strategies against vicarious traumatization. (g). Offer new lenses of viewing Combat/PTSD/ and spirituality from the victim's perspective. (h). Equip Chaplain Corps personnel with effects based pastoral/theological intervention skills for victims/perpetrators and bystanders. The said regionally accredited University department of pastoral counseling will fulfill the stated PCRT objectives under the general administrative, observation, collaboration with and direct guidance of the Commandant, Air Force Chaplain Corps College (AFCCC) or an appropriate delegated authority by the AFCCC Commandant who will evaluate the PCRT deliverables in terms of adherence to established program objectives stated above.
