- Description
- The purpose of this Request for Quotations and any resultant Agreements is to acquire the services of Mechanic Service Trucks for use on a local, Regional, and Nationwide basis. The Agreements will be competitively awarded by Dispatch Centers within Region 5 of the Forest Service and may be used for wildland fire suppression, all hazard activities, and severity. Awards resulting from this solicitation will be made using the Cascading Set-Aside Procedure as posted on the VIPR website http://www.fs.fed.us/business/incident.php. The Contractor is responsible for all equipment, materials, supplies, transportations, lodging, trained/certified personnel, and supervision and management of those personnel, necessary to meet or exceed the Agreement specifications. The resources may be used in the protection of lands, to include but not be limited to, severity, fire suppression, and all-hazard incidents.1.)Quotes shall be submitted in the Virtual Incident Procurement system (VIPR). To access VIPR you are required to have a Level 2 eAuthentication account that provides the ability to conduct official electronic business transaction. Level 2 eAuthentication information is available at the following website: http://www.fs.fed.us/business/incident/eauth.php. 2.) The application format for completion of forms can be found at the following site: http://www.fs.fed.us/business/incident/vendorsupport.php 3.)NO telephone requests for the solicitation package will be accepted, and NO paper copies will be issued. 4.)Additional information on VIPR including a Vendor User Guide is available at the following website: http://www.fs.fed.us/business/incident/vendorsupport.php. 5.) NOTE: This solicitation will be utilizing the Vendor Web Application. Vendor guide for using this system will be posted per the VIPR website under (4). 6.)Vendors are required to be registered in the Central Contractor Registry (CCR) and are encouraged to complete the On-Line Registration and Certifications Application (ORCA) as stated in the solicitation. 7.) This solicitation will be incorporating the clauses for Small Business Set-aside of FAR clauses: 52.219-3, 52.219-27, 52.219-6. Awards will be made using the Cascading Set-Aside Procedure that is noted on the VIPR website. 8.)Vendors will also be required to provide the following supporting data as to their selection of small business set-asides including SDVOSB and Hubzone. Information as to what is required is posted at the following website: http://www.fs.fed.us/r5/fire/management/incident_procurement/index.php. 9.)The solicitation will only be available electronically and will be posted to the FedBizOps website at: http://www.fbo.gov on November 15, 2010 and closing on January 4, 2011, 4:30 P.M., PST.
