- Reference: Sources Sought dated 24 September 2010, " Corps of Engineer Honolulu District Soliciting Comments on the Potential Use of Project Labor Agreements (PLA) on Large Scale Construction Projects in the State of Hawaii." The Corps of Engineers, Honolulu District, is soliciting project specific comments from the construction community addressing the potential use of Project Labor Agreements (PLA) on the following four (4) large scale construction projects: 1. FY11 MCA PN52267, Construct 140PN Unaccompanied Enlisted Personnel Housing Facility (Barracks), Helemano Military Reservation (HMR), Oahu, Hawaii Project Description: This design-build project at HMR includes Enlisted Unaccompanied Personnel Housing totaling 51,240 SF and all supporting facilities, IDS Installation and EMCS Connections. Primary facilities include living and sleeping quarters, baths, storage, service areas, information systems, fire protection and alarm systems, Intrusion Detection System (IDS) installation, and Energy Monitoring Control Systems (EMCS) connection. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be provided. Supporting facilities include site development, utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, information systems, landscaping and signage. Air conditioning will be provided by (self contained system/connection to the existing energy plant/etc.) (Air Conditioning is estimated at 120 Tons). Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Comprehensive building and furnishings related interior design services are required. Access for individuals with disabilities will be provided. The Contractor's design team must be able to meet LEED Silver certification or better for the design and construction of this facility. The Estimate Construction Cost is $31M. The Corps is considering this project as a Small Business set-aside. 2. FY11 MCA PN52267, Construct 228PN Unaccompanied Enlisted Personnel Housing Facility (Barracks), Schofield Barracks, Oahu, Hawaii Project Description: This design-build project is based on 228 PN at 388 sq ft per soldier at Schofield Barracks. The Primary Facility at Schofield Barracks includes Unaccompanied Enlisted Personnel Housing totaling 88,464 SF All supporting facilities, IDS Installation and EMCS Connections. Primary facilities include living and sleeping quarters, baths, storage, service areas, information systems, fire protection and alarm systems, Intrusion Detection System (IDS) installation, and Energy Monitoring Control Systems (EMCS) connection. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 EPAct05) features will be provided. Supporting facilities include site development, utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, information systems, landscaping and signage. Air conditioning will be provided by (self contained system/connection to the existing energy plant/etc.) (Air Conditioning is estimated at 180 Tons). Measures in accordance with the Department of Defense (DoD) Minimum Antiterrorism for Buildings standards will be provided. Comprehensive building and furnishings related interior design services are required. Access for individuals with disabilities will be provided. The Contractor's design team must be able to meet LEED Silver certification or better for the design and construction of this facility. The Corps is considering this project as a Small Business set-aside. 3. FY11 MCA PN PN67258, WBR Brigade Complex PH7A, Tripler Army Medical Center, Oahu, Hawaii Project Description: This design-build project will renovate/upgrade Building 104 barracks to meet current standards. Structural upgrades will be required for the renovated building. Transition facilities will be used for swing space for displaced units and will be removed at the end of the project. Anti-Terrorism Force Protection measures are required. Project also includes a multipurpose court and central plant. Supporting facilities include utilities; electric service; exterior lighting; fire protection and alarm systems; paving, walks, curbs and gutters; parking; storm drainage; information systems associated with the facilities; and site improvements. The supporting facilities include relocation of utility lines, storm drainage, and permanent relocation of telephone/LAN/Oceanic cables. Comprehensive building and furnishings related interior design services are required. Asbestos abatement is required for this renovation. Access for individuals with disabilities will be provided in public areas. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features. The Estimate Construction Cost is $28M. The Corps is considering this project as a Small Business set-aside. 4. FY11 MCA PN52269, Quad D, Whole Barracks Renewal Phase 3B, Buildings 450 and 452, Schofield Barracks, Oahu, Hawaii. Project Description: This design-build project is to renovate/modernize Buildings 450 and 452 of Quad D to provide a 291 PN unaccompanied enlisted personnel housing (UEPH). The following Primary Facility Scope totaling is includes: Renovate Barracks Building (170,941 SF); Chiller Plant (2,670 SF); Lead Paint Abatement (173,611 SF); Asbestos Tile Removal (173,611 SF); and Transite Panel Removal (52,083 SF). Lead paint and asbestos removal will be required. For historical preservation purposes, maintaining the architectural character of all buildings will be emphasized. The renovation of the existing buildings will include structural upgrades to meet current standards of Antiterrorism Force Protection (AT/FP) and seismic codes. The ATFP cost in the primary facility includes replacement of glazing for all exterior windows and exterior glazed doors with laminated glass. The ATFP cost in the supporting facility includes provisions for entry control barriers into parking and service entrances. Supporting facilities include mechanical central plant in building B450 and associated utilities for the whole Quad. Supporting facilities include water, sanitary sewer, storm drainage, sub-drainage, electric service; fire protection and alarm systems and information systems associated with the facilities. Access for persons with disabilities will be provided in public areas. Sustainable Design and Development (SDD) and Energy Policy Act of 2005 (EPAct05) features will be included. Air Conditioning (Estimated 121 Tons). The Contractor's design team must be able to meet LEED Silver certification or better for the design and construction of this facility. The Estimate Construction Cost is $90M. The Corps is considering this project as an Unrestricted procurement. Please provide project specific information. Clearly state which project(s) your response applies to: a. Should a PLA be executed on each project? b. Is the use of PLAs effective in achieving economy and efficiency on barracks project? What is the estimated relative cost impact, or any other economies or efficiencies derived by the Federal Government, if using PLAs? Will a PLA impact the cost of submitting an offer? c. Will a PLA produce labor-management stability on the barracks project? Have labor disputes or other labor issues contributed to project delays on barracks type projects in the local area? If so, please provide examples containing the date and a brief summary. d. Does the complexity of a design build barracks project justify the use of PLAs? If yes, provide explanation. e. Please identify the shortages of skilled labor in the region (Oahu, Hawaii) for those crafts or trades required the barracks project? f. What is the anticipated volatility, one (1) to four (4) years, in the labor market for the trades required for the execution of the projects? g. Have PLAs been used on comparable projects undertaken by Federal, State, municipal, or private entities in the geographic area of this project? h. Would consideration of a small business set aside make a PLA more or less appropriate to meet the design build barracks project? Provide a brief explanation. The construction community is invited to comment on the use of PLAs on one or all of the projects above. Responses shall be submitted via email to POH-CECT@usace.army.mil no later than 1:00 PM Hawaii Standard Time on 23 November 2010 or attend the open forum 24 November 2010, 0900-1100 at the Corps of Engineers Building 230, Conference Rooms 322/323, Fort Shafter, Oahu, Hawaii.
