Description
Description The Federal Bureau of Prisons, Privatized Corrections Contracting, Washington, D.C. intends to issue solicitation RFQ-TDAT-038-11, for the requirement of community-based outpatient substance abuse treatment services. The facility should be within a quarter mile (1/4) walking distance of local public transportation and within a five (5) mile radius of the Residential Reentry Center (RRC), located at 1306 East Gibbs Street, Del Rio, Texas 78840. The solicitation is unrestricted. Performance periods under this contract will be for a one-year base period to begin on January 1, 2011 with four (4) one-year option periods, with service ending (if all options years are renewed) on December 31, 2016. The solicitation is for a firm fixed price, requirements contract. The government will award to the responsible Offeror whose bid conforms to the solicitation, is considered most advantageous to the Government with price and technical requirements considered. Technical requirements will be rated on a pass or fail basis. The services shall be in accordance with the FBOP's Transitional Drug Abuse Treatment (TDAT) Statement of Work dated April 2010. Offeror shall be licensed/certified by the state of Texas, preferably, direct clinical services will be provided by master's level clinical staffs that have a minimum of one year of providing treatment services to the substance abusing criminal justice offender. Psychiatric evaluations, medication monitoring, and mental health counseling are to be provided by certified individuals according to the Statement of Work (SOW). Treatment philosophy, methods, and techniques must be on cognitive behavioral therapy and meet the description in the SOW with emphasis on group and individual counseling services and eliminating criminality. The Offeror shall have documented correctional treatment experience working with an inmate population and understand the criminal justice system.
