- AMENDMENT 0004 The following pertains to this Amendment: QUESTIONS AND ANSWERS Q1. We are planning to hand deliver our proposal. What is the process for obtaining access to the base? A1. Please email jen.mcdonald@navy.mil with the person ™s name that will be making the delivery, company name, and indication of U.S. Citizenship by 4:00 p.m. Thursday, 18 November 2010. Q2. This pre-solicitation reads as though there is a requirement for a small business subcontracting plan. We are interested in providing some of these percentage goals for the anticipated larger prime companies going after this solicitation. Is this something that we would have to be pre-qualified for through the Navy or do we have to contact the actual prime contractors? A2. The Navy will not be pre-qualifying subcontractors for this solicitation. You will need to contact the actual prime contractors directly. Once award is made, we will post the prime contractor information so that small businesses may contact the prime for subcontracting opportunities. Q3. When do you estimate the release of the solicitation? A3. This procurement is being conducted in accordance with Architect and Engineer Slate/Selection procedures. Interested firms are to submit SF330's as detailed in the posted notice. There will be no separate solicitation.
