Description
The Air Force Research Laboratory, Propulsion Directorate, Thermal Sciences and Electrochemical Branch (AFRL/RZPS) will be hosting an Industry Day to provide information on the upcoming Broad Agency Announcement (BAA) on the Small Unmanned Renewable enerGy long Endurance Vehicle (SURGE-V) Development Program. The U.S. Special Operations Command (USSOCOM) and Air Force Special Operations Command (AFSOC) have a growing need to extend mission persistence for both hand-launched and air-launched Group 1 (<20 lbs) small unmanned aerial systems (SUAS). Traditionally, Group 1 systems have been limited by their endurance and payload capabilities primarily due to the limited energy density of traditional power sources at that size scale. The goal of the SURGE-V program will be to develop a hybrid power/propulsion system in combination with a Group 1 tactical SUAS platform that enables multiple DoD missions sets of loiter-"search"-loiter with a 2+ lb plug-and-play advanced payload while maintaining long endurance (4+ hour) operation. This program shall demonstrate the SUAS platform with integrated power system that is "field-proven" in an operational environment by the end of the proposed effort. Industry Day is scheduled to be held at the Tec^Edge Innovation and Collaboration Center (5000 Springfield Street, Dayton, OH; http://www.wbi-icc.com/icc/) on 1-2 December 2010. Interested participants must pre-register for Industry Day by confirming via email to Mr. Michael Rottmayer (Michael.Rottmayer@wpafb.af.mil) no later than 29 November 2010. Note: Beverages and snacks will be available for purchase: $0.50/item; unlimited beverages $3.00/day; or unlimited beverages/snacks $5.00/day. The Government will not compensate Industry Day participants for travel, lodging or any other expenses associated with attending this event. A general session is tentatively scheduled on the first day (1 Dec 10) with details of the program as well as presentations from the users on needs and requirements, followed by a Q&A session in the afternoon. One-on-one sessions, approximately 30 minutes long, will be offered on the second day of the event (2 Dec 10). For planning purposes, companies interested in conducting one-on-one meetings are encouraged to notify Mr. Rottmayer prior to the Industry Day event. However, a sign-up sheet will be available at the registration table. A more definitive agenda will be posted at a later date. Additionally, we encourage submission of any questions/comments/concerns to Mr. Rottmayer no later than 26 November 2010 to allow for discussion/response at the Industry Day. Please note that any information provided in the response will NOT be treated as propriety, unless specifically stated otherwise. Conference attendance is limited to U.S. citizens. All U.S. citizen attendees are required to confirm citizenship in the Registration email. Please Note: U.S. active duty military personnel and civilian employees of the United States are exempt from the following certification requirements. The material to be presented and discussed at the SURGE-V Industry Day will involve technical data and information that is governed by DOD Directive 5230.25, "Withholding of Unclassified Technical Data from Public Disclosure." Only individuals or enterprises certified under DOD Directive 5230.25 are eligible to obtain access to unclassified technical data with military or space applications in the possession of, or under the control of, the DOD. SURGE-V Industry Day attendees must determine if their employer already has a certification on file that extends to all employees. If an employer already has a certification on file, attendees are not required to recertify. However, you must return a copy of the approved company certification (DD Form 2345, "Military Critical Technical Data Agreement") along with the registration email. The DD Form 2345 can be found at the following link: http://www.power.utcdayton.com/media/DD2345.pdf. If a certification is not on file, either the attendee or the employer must request certification by completing the attached DD Form 2345 (MAR 2005) and submit the form to the U.S./Canada Joint Certification Office, Defense Logistics Services Center, Federal Center, 74 Washington Avenue, N, Battle Creek, MI 49017-3084. The attached DD Form 2345 may be duplicated. Specific instructions for completion and submission are on its reverse side. Processing time of the DD Form 2345 by the U.S./Canada Joint Certification Office is approximately two weeks. That office will notify each company's security officer by mail if the company's request for certification has been approved. This is a sources sought notice type and does not constitute an invitation for bids or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to enter into any acquisition for any products or services. No solicitation document exists at this time. Any solicitation issued in the future will be assigned an NAICS Code of 541712 - Research and Development in the Physical, Engineering, and Life Sciences (Except Biotechnology). A set-aside is not anticipated. Full and open competition is expected. Foreign participants are excluded.
