Question and Answers to SB Sources Sought/RFI Question and Answers for SB Sources Sought 1. The RFP states that we would have to provide intelligence analysis and related contracts support but we need to know more information about the specific scope of work. Is there a more specific scope of work available? a. The scope of work is evidence of the interested firm's proven capability and experience in performing work identical or highly similar to the functional areas defined in the Defense Intelligence Analysis Program (DIAP). 2. What are some limitations and/or parameters with regard to the RFP? a. This is not a Request for Proposal (RFP). This is a Request for Information for the purpose of market research and to assist the Defense Intelligence Agency (DIA) in the development of an acquisition strategy and small business approach for intelligence analysis support and related services contracts. 3. Will DIA accept small business codes other than 541990? Specifically, can businesses with NAICS code 541712 submit a response and be eligible as a small business? a. All small businesses which have the proven capability and experience in performing work identical or highly similar to the functional areas defined in the Defense Intelligence Analysis Program (DIAP) are encouraged to submit a response. 4. Can subcontract work be substituted as relevant, recent experience for prime contractor evidence as requested? a. Yes however the subcontract work clearly demonstrate the proven capability and experience in performing work identical or highly similar to the functional areas defined in the Defense Intelligence Analysis Program (DIAP). 5. Is this a new requirement? If not, please identify the incumbent contractor currently providing these services. a. This is not a Request for Proposal (RFP). This is a Request for Information for the purpose of market research and to assist the Defense Intelligence Agency (DIA) in the development of an acquisition strategy and small business approach for intelligence analysis support and related services contracts. 6. What is the anticipated duration of this requirement? a. This is not a Request for Proposal (RFP). This is a Request for Information for the purpose of market research and to assist the Defense Intelligence Agency (DIA) in the development of an acquisition strategy and small business approach for intelligence analysis support and related services contracts. 7. What is the anticipated level of effort for this requirement (# persons, # hours)? a. This is not a Request for Proposal (RFP). This is a Request for Information for the purpose of market research and to assist the Defense Intelligence Agency (DIA) in the development of an acquisition strategy and small business approach for intelligence analysis support and related services contracts. 8. Does the government anticipate providing space and support at the government's site for this work? a. This is not a Request for Proposal (RFP). This is a Request for Information for the purpose of market research and to assist the Defense Intelligence Agency (DIA) in the development of an acquisition strategy and small business approach for intelligence analysis support and related services contracts. 9. The Sources Sought requires "The interested firm's CAGE code, for the purpose of verifying the firms facility clearance". It is assumed the Government will require cleared personnel to perform this work? If this is an accurate, what clearance levels are required? a. That information is not available at this time. However a cage code must be provided to also verify company size. 10. The Sources Sought requires responses to include "Evidence of the interested firm's proven capability and experience in performing work identical or highly similar to the functional areas defined in the Defense Analysis Program (DIAP)." Please provide a copy of the Defense Analysis Program (DIAP) to facilitate a respondent's ability to completely and accurately address each functional area in that program. a. The RFI is specifically for interested small business firms who have functional knowledge and experience within the Defense Analysis Program (DIAP). It is the responsibility of the interested firm to be able to clearly demonstrate their knowledge of the DIAP and the functional areas. 11. Will providing the services required under this sources sought result in an OCI for future work? If so, please provide clarification regarding the extent and duration of the anticipated OCI. a. No. 12. Should only small businesses submit proposals or can large businesses also submit? If submitted, will large business submissions be reviewed? a. This is a Request for Information for the purpose of market research and to assist the Defense Intelligence Agency (DIA) in the development of an acquisition strategy and small business approach for intelligence analysis support and related services contracts. Another RFI may be issued for all small and large businesses to submit responses in the near future. 13. Can you clarify if the sources sought for the DIAP support is limited to responses from small businesses? Is that the purpose or just part of the strategy? a. This is a Request for Information for the purpose of market research and to assist the Defense Intelligence Agency (DIA) in the development of an acquisition strategy and small business approach for intelligence analysis support and related services contracts. Another RFI may be issued for all small and large businesses to submit responses in the near future.
