Description
Veterans Health Administration together with VA's Office of Information and Technology is sponsoring an Information Technology Innovation Program. VA intends to retain its "innovative spirit" among those employees involved with medical informational technology support and developed the Health Information Technology Innovations Program to strengthen this important aspect. VA selected 26 innovations prototypes for development out of 6500 submissions. These innovation pilots will undergo an evaluation of the functional prototype which may result in further development for a VA-wide deployment. The "Veteran Centered Care" is one of the 26 innovations selected for prototype and evaluation. Currently, the present format of the VHA electronic medical record creates a challenge for clinicians and other healthcare providers to locate information such as plan of care, progress toward the goals established in the plan of care to maintain optimal health for the Veteran, specific staff that are involved in active care, and how services are being coordinated without scanning through multiple notes. These health care providers face common problems and must search through hundreds of data and entries or visit multiple locations within the electronic record. The care plan involves the active problems and interventions, medication lists, and the staff providing interventions throughout in near-real time format. The Contractor shall develop a functional prototype for a care plan which is accessible on the patient's electronic health record through the tool option within the Veterans Administration's Computerized Patient Record System (CPRS). This solicitation is 100% set aside for small business. The applicable NAICS code is 511210 and the size standard is $25 million. Award will be based on the best value to the Government. Evaluation factors include technical, price and past performance/similar experience. The solicitation package will be available on or about November 19, 2010. The date for receipt of quotations is scheduled for December 17, 2010 at 12:00 noon. Any amendments to the solicitation will be posted solely to this web site. It is the responsibility of the offeror to verify the number of amendments issued.
