Description
This is a Sources Sought Synopsis announcement. The purpose of this synopsis is to survey the market to gain knowledge of the interest, capabilities and qualifications of various businesses for completing this effort. This is not a Request for Proposals. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. The U.S. Army Corps of Engineers Buffalo District seeks sources for a Technical Facilitator to serve as liaison between the USACE Buffalo District and the public for technical issues associated with a Feasibility Study for the Interim Waste Containment Structure (IWCS) at Niagara Falls Storage Site (NFSS) in Lewiston, NY. NFSS is a Formerly Utilized Sites Remedial Action Program (FUSRAP) facility which provides storage for some of the materials used in the early atomic energy/weapons programs. The Feasibility Study is intended to evaluate potential remedial alternatives for the IWCS, as required by the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The proposed project will be a Firm Fixed Price contract. Respondents shall have experience with CERCLA sites, cleanup and investigation and/or remediation of a radiologically/chemically contaminated site. In addition, they should have a background in at least one of the following academic areas: chemistry, health physics, or engineering plus experience in conducting technically facilitated discussions, risk communication, and conflict resolution. In addition, the facilitator will be expected to perform tasks as follows: - Be available during the public comment period for each NFSS IWCS Feasibility Study Technical Memorandum. There are currently five technical memoranda planned for the NFSS IWCS Feasibility Study over the next three years. - Prioritize technical requests and serve as conduit of information among those within the community that wish to be involved in a technical manner. - Have the ability to understand and interpret technical information - Help the community provide input to the Corps throughout the NFSS Feasibility Study Process - Work with community members to identify, focus, prioritize, and frame issues to establish and maintain ongoing dialog and relationship between community and the Corps - Support the review process and revisions for the NFSS IWCS Feasibility Study - Facilitate presentation and discussions, actively, not passively - Prepare draft meeting minutes for technically facilitated sessions, circulate for review, revise and distribute - Be available for verbal/written interaction with interested parties related to the project Offeror's response to this Synopsis shall be limited to ten (10) pages and shall include the following information: •· Offeror's name, address, pint of contact, phone number, Commercial and Government Entity (CAGE) Code, (if available), and email address; •· Offeror's interest in bidding on the solicitation when it is issued; •· Offeror's capability to meet the requirements; •· Offeror's capability to perform a contract of this complexity, comparable work performed within the past 5 years, including a brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project; and, •· Please also include (if possible) a description of the approach/team/method that has been successfully used by offeror in the past including the level of hours expended, team members; and any additional information that would assist in pricing this effort.
