Description
V A Pittsburgh Healthcare System is seeking professional design services from an architect-engineering (A/E) firm to develop preliminary drawings, working drawings and specifications for the renovation of the current long term care unit 3B located on the third floor (approx 19,400 SF); and the former lab on the ground floor (approx 2,020 SF) of building 51 at our Heinz Facility, 1010 Delafield Road, Pittsburgh, PA 15215. This project will provide a "home-like" environment for the Veterans living on the unit. This project includes, but is not limited to, the following: Evaluation and design for/to: Reduce Resident census from 40 beds to 29 beds by maximizing the number of single patient rooms on 3B Remove large central nurse station and create smaller, strategically placed nurse stations Improved Resident storage Improved equipment storage to reduce corridor congestion New equipment locations (i.e.: pyxis and other medication dispensing systems) New TV's in Residents' rooms Dining rooms, living rooms, and full service kitchens for use by Residents, Staff, and Visitors New nurse call system to fully integrate into the existing nurse call system. System hardware shall consist of a nurse/patient communications network comprised of nurse consoles, control stations, dome lights, entertainment cords, call cords, TV's, pull cord stations, emergency push button stations, wiring; and other options such as bed side-rail interfaces, pocket page interfaces, computer interfaces, printer interfaces, wireless/telephone network interfaces, infrared locating system interface, and HL-7 integration Conference room with full audio/visual capabilities Patient lifts in each Resident room Upgraded/improved patient and staff shower/toilet rooms Overnight room for family and visitors Game rooms Furniture options (Healthcare/Hospitality) New aesthetically pleasing headwall system Upgraded, dimmable lighting options Evaluation and design modifications to create new staff locker/restrooms in building 51, ground floor. This locker room shall accommodate this Unit's entire nursing staff Evaluation of the existing HVAC mechanical and ventilation system servicing the renovated area Evaluation and design modifications to the existing electrical distribution system servicing the renovated spaces to provide sufficient power to all new lighting, equipment, and program required areas Evaluation and design modifications to the existing plumbing system servicing the renovated spaces to provide sufficient water supply and drain lines to all new plumbing fixtures and equipment in the area Design for all new interior finishes of the renovated space including floors, ceilings, casework, doors, lighting, and wall surfaces Recommend bid alternatives as necessary to meet the budget limitations Construction will need to be addressed in multiple phases to allow hospital operations to continue during construction. Phasing will be determined during the 50% design review. Phasing must work within budget and allow the VA to continue operations at minimal interference The project will follow the guidelines established in the VA Pittsburgh Master Space Plan and will be in compliance with space criteria as referenced in VA Handbook 7610 A/E shall: Pay particular attention on USAF, NFPA, BOCA, VA Handbook 7610 space criteria and PG 18-9 space planning criteria, PG 18-12 Design Guides and Office of Geriatrics and Extended Care Make site visits as required to determine existing as-built conditions affecting this project Field verify every aspect that relates to the project (including verifying all dimensions) Comply with all ICRA requirements/regulations Arrange for and oversee the performance of topographic surveys, test borings, test pits, soil tests, subsurface exploration and other such investigations Be proficient in the use of AutoCAD 2007 and have access to Microsoft Word 2000 This requisition is 100% set aside for SDVOSB; the construction estimate is between $2,000,000 and $5,000,000; the NAICS code is 541330: and the small business size standard is $4,500,000. Interested firms shall submit three (3) copies of current SF 330 (available on-line at http://www.gsa.gov/Portal/gsa/ep/formslibrary.do?formType=SF) to the attention of: Bill Matelan, Contracting Officer, V A Pittsburgh Healthcare System, 1010 Delafield Road, 90C-H, Pittsburgh, PA 15215. As per FAR 52.204-4(b): "In accordance with Section 101 of Executive Order 13101 of September 14, 1998, Greening the Government through Waste Prevention, Recycling, and Federal Acquisition, the Contractor is encouraged to submit paper documents, such as offers, letters, or reports, that are printed or copied double-sided on recycled paper that meet minimum content standards specified in Section 505 of Executive Order 13101, when not using electronic commerce methods to submit information or data to the Government. " The outer envelope MUST clearly identify the Solicitation Number (VA-244-11-RP-0045) and the project name (BUILDING 51). Hand -delivered information packages will be accepted in addition to those sent by US Mail or an independent delivery service. In addition to the SF-330's, please include a cover sheet containing the following information: NAME, ADDRESS, POINT OF CONTACT, AND EMAIL OF COMPANY NUMBER OF COMPLETED AND/OR CURRENT VA PROJECTS SOCIO-ECONOMIC STATUS OF AND DUNS NUMBERS FOR CONTRACTOR AND ALL PROPOSED CONSULTANTS Phone inquiries, faxes, and electronic submissions will not be accepted. The deadline for receipt of SF-330's by the Contracting Officer is December 19, 2010 at 2:00 PM (Eastern). Selection criteria shall be in accordance with FAR 36.602-1 and VAAR 836.602. Potential vendors are bound by the clauses contained in FAR part 4.11 and 4.12 (CCR and ORCA registration, et al.) ALL CONTRACTORS' CCR REGISTRATIONS MUST BE CURRENT AND REMAIN CURRENT FOR THE DURATION OF THE CONTRACT. This is not a request for proposal and further information is not available at this time. The Government is under no obligation to award a contract as a result of this announcement. SUBMISSIONS THAT FAIL TO FOLLOW THE GUIDELINES ABOVE WILL BE CONSIDERED "UNRESPONSIVE" Due to First Quarter fiscal requirements we must adhere to the following schedule: SF-330's must be submitted to the Contracting Officer by Midnight on Sunday, December 19. SF-330's will be evaluated and three top-rated firms will be notified no later than COB on December 20. Interviews with three top-rated firms will be held on December 22, 2010 and chosen firm will be notified by COB that same day Initial proposal must be submitted to the Contracting Officer by COB on December 27. Negotiations must be completed so that contract can be awarded by COB on December 30. This is not a request for proposal. The Government is under no obligation to award a contract as a result of this sources sought announcement.
