- INTEGRATED LOGISTICS SYSTEM-SUPPLY (ILS-S) REQUEST FOR INFORMATION (RFI) No.: 11-2000 THIS IS A REQUEST FOR INFORMATION (RFI) / SOURCES SOUGHT SYNOPSIS ONLY AND NOT A REQUEST FOR PROPOSAL (RFP). There is no solicitation available at this time. This synopsis is for information and planning purposes only and does not in its issuance restrict the Government as to the ultimate acquisition approach. The Air Force Government will not reimburse any contractor for any cost associated with preparing or submitting any information, documentation, and/or data in response to this request. The Government wishes to determine potential sources for the procurement of services in support of the of Air Force Program Executive Office (AFPEO), Electronics Systems Center (ESC)/Integrated Logistics System-Supply (ILS-S) Program Management Office (PMO) of the Air Force Materiel Command (AFMC) at Maxwell Air Force Base (MAFB)-Gunter Annex, Alabama. This RFI is in accordance with FAR 15.201(e).The Government is seeking information on sources capable of providing development and sustainment services in support of "retail" logistics systems to move the war-fighter to a seamless environment across all echelons of logistics retail and wholesale domain. This capability has been developed in accordance with GCSS-AF Architectural Tenets (enterprise interoperability, timely/trusted/accurate data, common security, high availability, high performance, object oriented, open standards, development, agility, maintainability, reusability, cost effectiveness, and use of Commercial Off-the-Shelf (COTS) where applicable). Sustain ILS-S (excluding SBSS development) until subsumed by the Expeditionary Combat Support System (ECSS). The program is in barebones sustainment mode which consists of: correcting Category I and II Discrepancy Reports (DIREPS), complying with Time Compliance Network Orders (TCNO), providing minor enhancements as directed and implementing and evolving to cur! rent and emerging technical standards and requirements of the Global Combat Support Systems-Air Force (GCSS-AF) Integration Framework (IF). Please review the attached Technical Requirements Document (TRD). Your response should reflect your ability to fulfill the tasks identified in the ILS-S Technical Requirement Document (TRD). Both large and small businesses are encouraged to participate in this Request for Information.The current ILS-S requirement effort is being provided by Keane Federal Systems, Inc. and is set to expire 02 August 2011.INSTRUCTIONS FOR SUBMITTAL OF CAPABILITIES PACKAGE: The information package should include the following items: 1.Capabilities package..Submit a ten-page (maximum) paper describing the items listed in the Technical Requirement Document (TRD). This 10 page limitation does not include the cover letter, executive summary or table of contents..Page size shall be 8.5 x 11 inches; foldouts are permitted but will be assessed towards total page count..Pages shall be single-spaced. The font shall be Arial and the font size shall be no less than twelve (12) font size. Firms are reminded and cautioned that only the Contracting Officer is legally authorized to commit the Government. Proprietary information or restricted information should be clearly marked and will be safeguarded appropriately by the Government. It is important that all firms interested in this requirement are registered in the Central Contractor Registration (CCR), website https://www.bpn.gov/ccr/default.aspx. A DUNS number is required for registration. OMBUDSMAN (APR 2010)(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions). (c) If resolution cannot be made by the contracting officer, concerned parties may contact the ESC Ombudsman, located at Hanscom AFB, MA, serves as the Ombudsman for all of ESC, including its GSUs. The Ombudsman hears concerns about specific issues in acquisitions, communicates those concerns to ESC/CC, ESC's Deputy for Acquisition (DC(A)) or ESC's Deputy for Support (DC(S)) from industry or Government personnel, and assists in the resolution of those concerns. The Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes, nor does the Ombudsman diminish the authority of the program manager, contracting officer, or source selection official. When approached with an issue or query the Ombudsman independently assesses the situation and provides a response or initiates a resolution, and when requested, will maintain confidentiality as to the source of the inquiry.
