- The purpose of this multiple-year solicitation is to aerially apply mating disruptants to control low density populations of the gypsy moth in the states of North Carolina, Tennessee, Virginia, West Virginia, Kentucky, Ohio, Indiana, Illinois, Iowa, Wisconsin and Minnesota in the base year of 2011, and in option years 2012 and 2013 if exercised. Disruptants approved for use are Disrupt II (EPA Reg. No.8730-55; Hercon Environmental, Emigsville, PA) and SPLAT-GM (EPA Reg. No. 80286-4; ISCA Technologies, Riverside, CA). Both of the disruptants require custom application equipment. Offerors are required to provide all application aircraft, observation aircraft, personnel, licenses, equipment, materials, disruptant, transportation and incidentals to support annual projects of several hundred thousand acres of treatment. Differentially Corrected Global Positioning System (DGPS) for aircraft tracking, guidance and flight path recording during spray operations is also required of all awardees. Treatment blocks will be a mixture of contiguous forested areas, urban or residential areas and agricultural areas dotted with homes and small woodlots. Treatments will occur primarily in June, July and early August of each year. This project is offered as a multiple-year Indefinite Delivery / Indefinite Quantity (ID/IQ) solicitation. We anticipate making multiple awards. The total acreage and locations of the treatment blocks that make up each year's project will be provided in annual task orders under the parent ID/IQs. It is anticipated that task orders for work to be conducted during 2011, 2012 and 2013 will be issued during the 1st quarter of those years respectively. This project has been partially set aside for small business and will be awarded based upon a combination of both technical and cost factors.
