***THIS IS NOT A REQUEST FOR PROPOSAL*** MARKET RESEARCH TECHNICAL, ADMINISTRATIVE, AND OPERATION SUPPORT SERVICES SPACE & TERRESTRIAL COMMUNICATIONS DIRECTORATE (S&TCD) Sources Sought W15P7T-11-R-H240 The CECOM Contracting Center is conducting market research to determine the existence of sources capable of providing technical services in support of US Army CERDEC/S&TCD. It is anticipated that any resultant contract would be multiple award IDIQ type hybrid contracts of Firm Fixed Price, Cost Plus Fixed Fee. A contract with a three-year base period and two (2) one-year option periods is being considered. The overall period of performance, if all options are exercised, will be no more than 60 months. The combined total of all contracts awarded would be a maximum of $500 Million. SCOPE: The proposed acquisition will provide support services to the Communications Electronic Research, Development and Engineering Centers (CERDEC), Space and Terrestrial Communications Directorate (S&TCD). The services to be included under the subsequent contract include the following: Research and development of efficient terrestrial, airborne, and satellite communications modulation, coding techniques and sub-component technology to enable high data rate transport. Development of assured mobile networks that work in complex terrains and a variety of geographical areas; highly efficient, cost effective antennas and subordinate products to sustain robust, high data rate on-the-move communications; establish information superiority and ensure mission critical information is available, connected and secured in an environment of information warfare attacks and unintentional disruptions. As well as, develop automated capabilities that integrate the planning, monitoring, and control activities of network management, information assurance, and information dissemination; and a blend of systems engineering, architecture and engineering analysis, modeling & simulation, and experimentation to provide timely, effective, and integrated system architectures. Instructions to Interested Parties: Interested parties that have the technical and managerial expertise to support the CERDEC/S&TCD effort briefly described above are invited to send a response which shall include: 1.Company Name, Address, Telephone Number, POC 2.CAGE Code 3.Small or Large Business type 4.A general description of prime contractor capabilities relative to this effort, and experience and ability to assemble a contractor team that can address the full breadth of support described above. 5. Whether your accounting and estimating system has been determined adequate by the Defense Contract Audit Agency (DCAA) to perform Government cost type contracts. NOTE: This is a request for information only and all information received will be for planning purposes only. The CECOM Contracting Center does not intend to award a contract on the basis of your responses nor otherwise pay for the preparation of any information presented or the use of any such information. All proprietary information should be marked as such. RESPONSES: Responses should be submitted no later than close of business 15 December 2010. Information submitted does not constitute a proposal.
