Description
Utilities Privatization of Hanscom AFB Wastewater Collection System This is a combined synopsis/solicitation for the Utility Privatization of the Wastewater Collection System at Hanscom AFB, MA. The Sources Sought and Presolicitation notices for this requirement was originally published under RFP FA3002-10-R-0003. Hanscom AFB is located 20 miles northwest of Boston, Massachusetts and is surrounded by the towns of Bedford, Lexington, Lincoln, and Concord. The Base occupies approximately 846 acres of land, (252 acres donated without restrictive covenants, 373 acres fee simple, 154 acres purchased, 1 acre undesignated general, 7 acres with right-of-way access, 59 acres leased [21 years remaining on the lease with a 10 year extension at government option - no utilities to be privatized are located on leased property]), and has approximately 200 buildings and other facilities with a total square footage of approximately 5.5 million square feet. Approximately 7,763 people work at Hanscom AFB. The Hanscom AFB wastewater collection system consists of all appurtenances physically connected to the collection system from the point of demarcation defined by the Right of Access. The distribution system consists of the items listed in Table 1 "Fixed Inventory Electric Distribution System" in Section J4.2.1.2 Inventory of the RFP. The actual inventory of items sold will be in the bill of sale at the time the system is transferred. The description and inventory in the RFP is included to provide the Offeror with a general understanding of the size and configuration of the distribution system. The Government makes no representation that the inventory is accurate. The Offeror shall base its proposal on site inspections, information in the technical library, other pertinent information, and to a lesser degree the provided description and inventory. Specifically excluded from the water distribution system privatization are: • oil water separators • grease traps • storm sewers • groundwater treatment system • Hanscom AFB Military Family Housing wastewater collection The sanitary wastewater system at Hanscom AFB includes collection mains, two main lift stations, and a force main, each of which is described below. Wastewater is discharged to the Massachusetts Water Resources Authority (MWRA) sewer system. The MWRA provides treatment for wastewater in the region. The government transports the wastewater through a government owned 12" PVC force main extending northeast from Lift Station #1306 to the Hanscom AFB boundary. Two (2) main lift stations and an additional force main capture the wastewater from the collection system. The 4" force main is located adjacent to Building 1101 and is located on Hanscom AFB property. The collection piping consists of vitrified clay, cast iron, ductile iron, and polyvinyl chloride (PVC) piping. There are no wastewater treatment facilities on Base. The average depth of buried piping is approximately eight feet. The Upper Main lift station (Building 1306) sewage pumping controls were upgraded in 1999. The lift station includes three pumps located in a below grade concrete dry well. The pumps draw from two wet wells. The station is designed for two pumps, with one on stand-by. The Upper Main lift station pumps the Base's total sewage flow to the MWRA sewer force main that was updated in 1999 to PVC material pipe. The force main discharges flow to the regional treatment facility owned by MWRA. There also is a MWRA metered connection at the intersection of Wood Street and Hartwell Ave., which is used for emergency overflow only. The emergency overflow consists of a 15" gravity main that was updated to PVC pipe in 1999. The emergency overflow pipe extends approximately 200 feet northeast for Lift Station #1306 to the Hanscom AFB boundary. The Lower Main lift station (Building 1539) was rebuilt in 1987 and pumps upgraded in 1994. The Lower Main lift station includes three centrifugal pumps (two duty pumps plus a standby) located in a concrete dry well. The pumps draw from a wet well that has a maximum working capacity of approximately 7,500 gallons. A 4" force main is also used to provide collection for Building 1101. Two pumps are utilized to operate the force main.
