Description
The Bureau of Land Management (BLM), Oregon State Office and the Forest Service cooperatively propose to negotiate a noncompetitive award of a five-year incrementally-funded contract with the State of Oregon, Department of Environmental Quality (DEQ), 811 SW 6th Avenue, Portland, OR 97204 for operation and maintenance of an existing Government-furnished fixed system composed of 11 continuous smoke monitors (Radiance M903 nephelometers) covering the period FY2011 through FY2015. The following services will be required: 1) Equipment installation and operator training: assemble and configure equipment at contractor lab facility, transport and install equipment at various monitoring locations when ready and available, train BLM and Forest Service site operator(s) at each site, provide filters and holders for PM2.5 sample collection associated with the medium-volume sampler, report PM2.5 mass data electronically each quarter to BLM and Forest Service; 2) Site Operations: provide review of operation procedures for BLM and Forest Service staff, ensure that BLM and Forest Service staff have copies of operating procedures, provide technical support for each site, provide monthly site review during operations period, supply routine data quality control, editing, and archiving of the data record, do off-site trouble shooting and network support via site phone, do non-scheduled repair trips as needed; 3) Data Retrieval: ensure that BLM and Forest Service staff have written procedures on retrieval of data from the site(s) data loggers, retrieve hourly data averages twice daily and store for later use, ensure that BLM and Forest Service staff have written procedures on retrieval of hourly data from stored sources, provide any technical assistance needed with data retrieval problems from established site(s) within the network; 4) Site Shutdown: following the prescribed operating site season of use, equipment will be shut down and removed for off-season storage in the contractors laboratory, repairs (if needed) will be accomplished along with storage maintenance work. Project Area: Nephelometer sites are located within the communities of Burns, Roseburg and Grants Pass, Oregon. Nephelometers are also located within the rural areas outside of the designated population areas in Oregon at Provolt and Shady Cove Oregon areas. The State of Oregon, DEQ, is uniquely qualified to provide the needed support as they are the only contractor known to possess the following qualifications needed to meet the Bureau's requirements: (a) Ability to expand a state-operated air quality monitoring network that has passed state quality assurance and quality control criteria; (b) ability to provide data from the existing DEQ database containing related data from other locations; and (c) ability to utilize a data collection process sanctioned by the state DEQ free of actual or perceived bias by federal land managers.Firms who possess the capability to perform the named services may submit their qualifications in writing specifically addressing the three criteria described above to the Contracting Officer. This notice is not a request for competitive quotes. The Government will consider all responses received by 3:30 p.m. local time (PST) on or before December 8, 2010. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
