Description: PRE-SOLICITATION NOTICE - Project CASCA SN3519, Replace/Install New UPS, Batteries, & AC Unit at the VBA ITC Bld-215 on the Edward Hines Jr. VA Hospital Campus, Hines Illinois. Replace (2) existing 750 KVA UPS's, (2) UPS batteries strings, (2) UPS's room roof top A/C units, and demolish both the UPS & UPS battery room. Install (2) new 750 KVA UPS's,(2) new 50 ton rooftop A/C units, (2) new UPS batteries strings, and space to accommodate a third UPS with batteries that would function as a redundant unit and/or an N+1 UPS configuration. In addition, re-build both the UPS & UPS battery rooms, install new UPS switchgear on the secondary side of the utility transformer, new concrete pads for all new equipment, and (1) new UPS Input switchgear within the UPS room. Also, install all new conduits & wiring per the single line, provide new fire alarm/fire protection device per plans, and new plumbing per the plans. Construct a temporary UPS Room complete with 750 KVA UPS, batteries, battery exhaust, supplemental unit, and monitoring to house rental equipment during construction process. Execute work so as to interfere as little as possible with normal functioning of the VBA ITC center as a whole, including operations of utility services, fire protection systems and any existing equipment, and with work being done by others. In accordance with Public Law 109-461, the Veterans Benefits, Healthcare and Information Technology Act of 2006, Pursuant to 38 USC 8127(d), competition is restricted to SDVOSB construction firms. The solicitation will be issued on/about December 10, 2010 with the bid opening on/about January 25, 2010. The bidder is responsible to monitor and download any amendments from Fedbizops which may be issued to this solicitation. There will be site walkthrough meeting held for this project and all prospective bidders are encouraged to attend. The site walkthrough is tentatively scheduled on/about January 06, 2011 at VBA ITC Bld.-215, Hines VA Campus, Hines IL. Details of the pre-construction conference will be included in the solicitation package. The project magnitude range is between $2,000,000.00 and $5,000,000.00. The North American Industry Classification Code (NAICS) for this procurement is 238210; size standard $14.0 million applies. Time for completion is 180 days after Notice to Proceed.
