- Reference is made to the Sep 29, 2010 announcement, reference number 2010- 81026A, inviting submission of qualifications and proposal data for the Romania - Electronic Election Management System Feasibility Study. The following clarifications have been provided by the Grantee and/or USTDA in response to questions received: This is a fixed price grant. Accordingly, the Offeror will determine how to expend the funds in order to completely fulfill the Terms of Reference. In addition: • The selected Contractor will negotiate the payment schedule with the Grantee, in accordance with the USTDA Mandatory Clauses, and USTDA funds will be paid directly to the Contractor. • The selected Contractor will not be required to submit expense bills to USTDA. Rather, the Contractor will submit invoices that are signed by the Grantee directly to USTDA for payment. Currency fluctuations do not factor into invoice payments. • Funds may not be used to pay taxes in the host country. • The mobilization payment is separate from the milestone payments and will count towards the total grant amount. • If approved, all invoices are paid to the selected contractor 30 days after receipt. • The Definitional Mission report included as Annex 2 to the RFP is included for background purposes only. The Grant Agreement (Annex 4) and the TOR (Annex 5) are the controlling documents. • The Grantee will typically provide in-kind support such as office space. However, the Contractor should be prepared to provide all services, including ground transportation, if not provided by the Grantee.
