Description
The National Institute on Drug Abuse (NIDA), Office of Acquisitions (OA), Station Support Simplified Acquisitions Branch on behalf of the National Institute of Mental Health (NIMH) intends to negotiate, on a non-competitive basis, with and issue a purchase order to Gianluca Ursini, MD, Psychiatric Neuroscience Group, Department of Neurological and Psychiatric Sciences, University of Bari, Piazza G. Cesare, 11, 70124 - Bari, Italy, for neuropsychological evaluation service. The acquisition is being processed under the authority of FAR 13.106-1(b)(1). The North American Industry Classification System Code is 541990 and the business standard is $7.0 million. This acquisition is a fee-for-service type and the work is to be performed at the University of Bari, Bari, Italy. The period of performance is to be one year from the date of award on or around December 10, 2010. The purpose of this acquisition is to procure professional service to support the NIMH, Clinical Brain Disorders Branch-Genes, Cognition and Psychosis Program's (CBDB-GCAP) Schizophrenia Trios Study in Italy. The purpose of the study is to identify genes that may increase the risk for developing schizophrenia. The CBDB-GCAP researchers discovered such genes by first collecting DNA samples from a large number of patients with schizophrenia, two parents, and siblings. The biological samples collected will be used to isolate DNA and create cell lines that will be used to genotype markers in specific candidate genes and chromosomal regions. Well-established working memory paradigms that have been shown to be functionally associated with specific gene variants and increased genetic risk will be used as quantitative measures. Thie proposed vendor will be in charge of contacting patients already diagnosed with schizophrenia and their parents. Patients will be recruited among the ones admitted to the outpatient and inpatient clinics at the Department of Neurological and Psychiatric Sciences, University of Bari, in Bari, Italy. Subjects will be informed about the project, its risks and advantages. Appraisal of their interest and willingness to participate in the project will be assessed. The selected families will then be contacted again and asked to definitively confirm their willingness to participate in the project. Additional contact will be made in order to determine participant eligibility. Some of the participants, though fulfilling these initial screening criteria, will receive none of these diagnoses during the SCID for DSM-IV interviews and will therefore be excluded from the study. Informed consent for all procedures will be asked from all patients with schizophrenia and their parents prior to data collection. Subjects' capacity to give informed consent will be initially screened during the selection process. If capacity to give informed consent is uncertain, a research psychiatrist will be consulted who will interview the patient and family members to make the determination of patients' competency. The proposed vendor, Dr. Ursini, is an experienced psychiatrist, who worked as an independent contractor on the schizophrenia study (95-M-0150) from January 2009 through April 2010. He was trained to conduct this study under his mentor, Dr. Alessandro Bertolino, who was a former Fellow in the Clinical Brain Disorders Branch at the NIMH where he, himself was trained and worked on the study 95-M-0150 as well. To perform the requirement the candidate must be on staff at the Department of Neurological and Psychiatric Sciences, University of Bari in Bari, Italy as a psychiatrist or psychologist and must have special training to conduct CBDB/ GCAP Trios Study modified psychiatric interviews as required to fulfill research study inclusionary /exclusionary criteria. Therefore, it is determined that Dr. Ursini, is the only known and qualified source to perform the requirement. No other source will satisfy the agency's requirement. This is not a solicitation for competitive quotations. However, interested and responsible sources may submit a statement of capabilities to ln18x@nih.gov by 2:00 PM ET December 7, 2010. All information furnished must be in writing and must contain sufficient detail to allow the NIDA/NIMH to determine if it can meet the above unique specifications described herein. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NIDA vendor must be registered in the Online Representations and Certifications Applications (ORCA) at http://orca.bpn.gov.
