Reference No.: NHLBI-PB-(AR)-2011-018-CRS Title: Human induced Pluripotent Stem Cell Training Course THIS IS A COMBINED SYNOPSIS / SOLICITATION NOTICE. This is a combined synopsis / solicitation for commercial items, prepared in accordance with the format of FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The reference solicitation number is: NHLBI-PB-(AR)-2011-018-CRS This solicitation is issued as a request for proposal (RFP). This acquisition is being conducted under the procedures in accordance with FAR 13.3 Simplified Acquisition Methods, and FAR Part 13.5. The resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 2005-046. The total contracted dollar amount, including options will not exceed $5 million. The procurement is being conducted on a competitive basis. The North American Classification System (NAICS) code applicable to this requirement is 339999 and the Size Standard is 500 Employees. The National Institutes of Health (NIH), National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisition (OA), for the National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), intends to award a fixed priced purchase order for the purchase of a Human induced Pluripotent Stem Cell Training Course. Period of performance: The contractor will conduct training in December 2010 to instruct 20 IRP scientists in how to generate and culture human iPSCs. A total of 4 instructors are needed to teach the course, providing a high level of individual instruction over a 3 day period. In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.giov/ in accordance with FAR 4.1201(a). By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR at www.ccr.gov/ prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchase agreement resulting from this solicitation. NOTE: lack of registration in the CCR will make an offeror ineligible for award. Background The Director of NIH has established an Induced Pluripotent Stem Cell Center in its Intramural Research Program. This center will be administered by the National Institute of Arthritis and Musculoskeletal and Skin Diseases. Investigators from all appropriate ICs will learn to generate IPSCs and investigate their biology and potential therapeutic uses. The mission is to bring this exciting new technology to clinical reality within the NIH Intramural Research Program and the NIH Clinical Center. The Center will be expected to conduct world class research that will catalyze new approaches and uses of IPSCs and differentiated cells derived from them, and/or cells trans-differentiated from somatic cells for the entire biomedical research community. The IPSC Center will promote the use of this technology and provide researchers with training to facilitate clinical development of IPSCs. The objective is to train 20 investigators in the derivation of human induced Pluripotent Stem Cells (iPS) and provide training in generating, maintaining and storing human IPS cell lines. Instructors will provide "state of the art" information on reprogramming somatic cells to become pluripotent. The NIH needs to train investigators how to generate human iPS cells and is seeking a company with proven experience in iPS cell generation and in providing effective training courses to beginning and advanced iPS researchers that contribute to successful iPS cell generation. Contractor Requirements The services to be provided under this order shall include the following: - Conduct training in December 2010 to instruct 20 IRP scientists in how to generate and culture human iPSCs. A total of 4 instructors are needed to teach the course, providing a high level of individual instruction over a 3 day period. - The course will include didactic information and "hands on" experience in making iPS cells for students who may have little to no experience in stem cell technology. The company will provide tested reagents that effectively and reproducibly mediate generation of human iPS cells, as well as appropriate consumables. Mandatory Qualifications 1. Corporate Experience NIAMS is seeking a company to provide courses to teach IRP researchers how to generate mouse and human iPS cells. NIAMS is seeking a company with proven experience in iPS cell generation and in providing effective training courses to beginning and advanced iPS researchers that contribute to successful iPS cell generation. Scored Evaluation Criteria 1. Quality Control Program - 100 points a. Skill in teaching beginner iPS students- 60 points b. High instructor to student ratio- 15 points c. Ability to teach human iPS cell course on site at NIH 25 points Cost/price is a selection factor. All evaluation factors other than cost/price, when combined, are significantly more important than cost/price, but not to the exclusion of consideration of cost or price. The closer offerors are determined to be in technical merit, the greater the importance of cost or price in making an award. If offerors' proposals are evaluated as technically comparable, then cost/price will become an important consideration. A best value determination will be made. Interested vendors capable of furnishing the government with the requirement specified in this synopsis should submit their proposal to the below address. Proposals will be due seven (7) calendar days from the publication date of this synopsis or by November 29, 2010 8:00am, Eastern Standard Time. Parties must provide documentation of their ability and experience in making human iPSC, including relevant documentation in the scientific literature.
