- The Federal Aviation Administration (FAA), Eastern Logistic Service Area, Southern Region has a requirement for contractors to provide survey services for a road realignment at the Try-Cities Remote Center/Air Ground (RCAG) site located in White Top Mountain, Virginia. Evaluation of proposals will be conducted using a Tier Order of Precedence outline in section M of the Solicitation. A site visit can be arranged by contacting the below personnel: The NAICS code for this acquisition is 541370 Surveying and Mapping ( except Geophysical) Services. Contractors and the small business size standard is $4.5 million. When responding to this request each offeror is required to submit a technical proposal and a cost proposal in accordance with the provisions in Section L entitled, "Required Documents." All interested sources must first attempt to download the attached document(s). If downloading is not possible, all requests for copies of this RFQ document(s) must be made in writing to the attention of Hector L. De Jesus, Contract Specialist (ASO-52ATL), via e-mail at hector.dejesus@faa.gov Technical and cost proposals are due no later than 4:00 p.m. local time (Eastern Time Zone), December 16, 2010 and must be submitted to FAA, Mailing Address: 1701 Columbia Avenue, College Park, GA 30337. The proposal must be sealed and labeled as follows:DTFAEN-11-R-00024, due 4:00 p.m. ET, December 16, 2010. Offerors submitting proposals by hand-delivery will need to consider allowing sufficient time to process through the security procedures in place at Southern Region Facility. Overnight delivery of responses to this solicitation may also be impacted if not sent in sufficient time to allow for the special mail-handling procedures in place at the FAA Southern Region Facility. This request is not to be construed as a contract or a commitment of any kind. The Government must not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation. NOTICE for informational purposes for Minority, Women-owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist small businesses, small businesses owned and controlled by socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
