Description
NATO Supreme Allied Commander Transformation Headquarters (HQ SACT) intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Military Budget Committee (MBC). Eligible firms will be invited to bid on the provision of contractor support for the development of a web-based learning management system. HQ SACT is serving as the procurement agency for this project, which was authorized by the MBC. HQ SACT intends to use the sealed bidding (best value) bidding procedure. Partial bidding is not authorized. The estimated annual amount of funding for this project is Euro 150,000. The type of contract is Firm Fixed Price (FFP). The reference for this Invitation for International Bid (IFIB) is IFIB-ACT-SACT-10-05 and all correspondence in relation to this procurement shall refer to this reference. The U.S. Department of Commerce will be using the same reference. Eligibility is limited to companies that have been approved for participation in NATO International Competitive Bidding (See Bidding Procedure below.) and that have for at least seven out of the last 10 years provided training management suites to armed forces or supported such efforts. Potential bidders must provide justification that supports and validates their ability to support NATO’s requirements within existing personnel structures. The work will be performed at HQ SACT in Norfolk, VA. SCOPE OF PROJECT This system must be compatible with, and be able to data mine from, existing NATO databases and with NATO Computer and Information Systems requirements while being transparent and open to nations, partners, academia, and industry. The system will serve as a robust platform to identify, classify, catalogue, prioritize, and manage all individual training and education requirements matched with appropriate individual training and education opportunities as well as adapt, scale, and integrate all NATO individual training and education providers and their customers, including partner staff officers assigned to NATO directly. This system, therefore, must be internet-based (accessible through NATO UNCLASSIFIED only) to enable communications with all necessary stakeholders. Although the scope will focus on the specifications for the exchange of information between systems, it will also focus on the interface specifications for the exchange of information between member nations and partners with individual training and education service providers via functional process mapping and verification. PERIOD OF PERFORMANCE Base Period Feb 2011 – Dec 2011 with four possible option years: 1 Jan – 31 Dec 2012, 1 Jan – 31 Dec 2013, 1 Jan – 31 Dec 2014, and 1 Jan – 31 Dec 2015. Project development will be completed through four phases: Phase 1 – Program Development (define data structures, build integration plan, and identify data source and data mapping script) and completed Feb 2011. Phase 2 – Product testing (prototype security testing, revisions to scripting with implementation approved) and completed May 2011. Phase 3 – Implementation (all hardware, software, and training and training manuals necessary to implement to NATO individual training and education service providers and the NATO command structure) and completed August 2011. Phase 4 – Evaluation, Maintenance and continued spiral integration. Any updates and system-wide spiral development that supports the development and modification of Individual Training and Education scope in NATO. Initial Phase 4 will be completed, evaluated, and new scope adjusted for continued services December 1 – Jan 31 2012-2015. BIDDING PROCEDURE Before a firm can be nominated to the bidders list for this ICB procurement, it must be approved for participation in NATO ICB. Firms are approved for NATO ICB on a facility-by-facility basis. Only facilities located in NATO member nations may participate in NATO ICB. The U.S. Department of Commerce approves facilities that are located within the United States. U.S. firms will find a copy of the U.S. NATO ICB application at the following website: http://www.bis.doc.gov/defenseindustrialbaseprograms/OSIES/NATOprograms/index.htm The NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. The application and supporting documentation may be submitted as e-mail attachments. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents Upon approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a Declaration of Eligibility, which is used to nominate a firm to the bidders list for a particular NATO ICB procurement. Deadline for requesting a Declaration of Eligibility: 14 December 2010 (Please note that under MBC rules, the contracting agency will continue to accept nominations to the bidders list after the IFIB is issued and until the bid closing date.) 2.
