Description
The Department of Veterans Affairs Contracting Officer located at the Robley Rex VA Medical Center in Louisville, KY is soliciting for Architect Engineering firms that can provide a Vulnerability Risk Assessment Study for the following VISN 9 VA Medical Centers: Huntington, WV, Lexington KY (2 locations); Louisville, KY; Memphis, TN; Mountain Home TN (Johnson City); Murfreesboro, TN and Nashville, TN. The intent of this project is to award a firm fixed price contract to a professional engineering firm for A/E services for conducting a quantitative hazard, vulnerability and risk assessment for the full range of natural and human-caused (including terrorism) hazards for utility systems which include, but not be limited to: sanitation/waste water, potable water/non-potable water, medical gases including bulk oxygen distribution system, (air oxygen vacuum or AOV), electrical power provided by the local utility and the facility emergency power system, steam generation for sterilization and heat, air conditioning provided by the chiller plant and package ( DX ) units and air handling systems. A preliminary/pre-proposal site visit will be required. Architect- Engineer firms will be responsible for taking appropriate safety precautions when conducting field investigations. The successful A/E firm will provide the following deliverables : A detailed recommendations report recommending and describing each utility at the 48-hour and 96-hour levels; a recommended project-sequencing plan for all recommended and estimated projects; individual utility analysis report. All analysis/recommendations shall include the review, application and reference for any/all current, pertinent Federal/National codes, standards, rules, regulations and policies (e.g. VA, ASHRAE, The Joint Commission (TJC), ASHE, NFPA, OSHA, SBCCI, etc.), industry design guidelines, and applicable Indoor Air Quality and regulations. Design criteria (including standards and specifications) are located at the Facilities Management website (www.va.gov/facmgt/standard/) and shall be adhered to as a minimum requirement. Evaluation shall address any applicable Homeland Security measures that could impact assessment. Updated as-built drawings shall be submitted in AutoCAD 2010 on DVD/CD-Rom (2 copies) for all disciplines within the study area. This procurement is set aside 100% for Service Disabled Veteran Owned Small Businesses. Prior to award of a contract to a SDVOSB, the company must be verified in Vet Biz; All offerors should pay particular attention to VAAR 804.1102 provided herein. The NAICS code for this procurement is 541310 with the small business size standard being $4.5 million. This is not a formal Request For Proposal. This announcement is only a Sources Sought announcement. All interested A/E firms shall submit their SF330 s by 12/30/2010.
