Description
The National Park Service is seeking a contractor to provide Radio Communications System Maintenance Services at the Natchez Trace Parkway in Tennessee, Alabama, and Mississippi. The contractor shall provide all resources and management necessary to perform turn-key radio communications system maintenance and support services for the Natchez Trace Parkway radio communications system including all radios, consoles, microwave transmission equipment and VHF repeater equipment, system infrastructure, backup generators, batteries, monitoring equipment, towers located at 14 sites in three states, and all other equipment and devices that together make up the radio communications system. The system shall be maintained at a level consistent with OEM specifications and the communications industry standards. The Natchez Trace Parkway is a unit of the National Park system and provides scenic, cultural, natural, and recreational opportunities to 14 million visitors annually. The Parkway is an elongated park covering a distance of 444 miles between Natchez, Mississippi and Nashville, Tennessee with a boundary of almost 1,000 linear miles. The functionality of the radio communications system is critical in the performance of the mission and the operation of the Parkway. The system is primarily used by Ranger Law Enforcement Officers spread out over 444-miles of Parkway, and also serves as the main command and control tool for senior Park managers in directing resources. The contractor is required to keep this system functioning under any and all conditions. The solicitation covers a 6-month base and 3 option year performance periods (not-to-exceed 3 & 1/2 years) as well as a Forward Pricing Rate for Emergency Non-Contractual Services. Magnitude of this project is $500,000 to $1,000,000. The government expects to award a contract in time for performance to begin on April 1, 2011. This acquisition will be accomplished utilizing the Tradeoff process, as defined in FAR 15.101-1. Award will be made to the responsible offeror whose offer conforms to the solicitation requirements and provides the best value to the Government considering the stated evaluation factors as outlined in Sections L & M of the solicitation document. Award will be made on the basis of the best value to the Government from the responsive, responsible proposals after considering Technical factors, Past Performance, & Price. This procurement is being ocnducted under Full & Open Competition. The applicable NAICS code is 811213 with an associated size standard of $10.0 million. This announcement is not the solicitation. The solicitation will be issued as a Request for Proposals electronically on the Department of Interior's National Business Center (NBC) web site, at https://ideasec.nbc.gov/j2ee/login.jsp on or about Decemebr 20, 2010.
