Description
The Naval Sea Systems Command (NAVSEA) intends to issue a full and open competitive solicitation in the January 2011 timeframe for the detail design of the Ship to Shore Connector, the construction of a Test and Training craft, and Technical Manuals. Each will have a delivery date of no later than August 2016. The solicitation will include options for up to 8 production craft with the latest delivery date, if all options are exercised, of May 2020. The solicitation will also include options for Off Craft Mission Planning Capability, Test and Training Craft Instrumentation, spares and interim repair parts, data, additional Technical Manuals, Coordinated Shipboard Allowance List material, Engineering & Industrial services, Interim Integrated Logistic Support services, Software Support services, shipment of craft and up to 50,000 man-hours of Special Studies services. This synopsis, any future synopses, the Request for Proposals (RFP) and any Amendments will be posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce On-Line (NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. Immediately following the release of the formal solicitation, the SSC Technical Data Package, Attachment J-1 to the prospective RFP, will be made available to the Offerors only through the internet on the SSC Industry Website at the following address: https://www.ideservicecenter.com/PEOShips/PMS377/Windchill/netmarkets/jsp/folder/list.jsp?oid=project%7Ewt.projmgmt.admin.Project2%3A6468634&u8=1 In order to access the Technical Data Package on the SSC Industry Website, Offerors must have an SSC Industry Website account and submit a copy of a valid DD Form 2345 (Military Critical Technical Data Agreement), signed by the US/Canada Joint Certification Office, to Mr. Ian McClintock at ian.mcclintock@navy.mil. If an Offeror already has an SSC Industry Website account, a new SSC Industry Website account is not required. Offerors are not required to re-submit a DD Form 2345 if the Offeror has previously submitted a valid DD Form 2345 to PMS377 during prior SSC Industry Day Events. Instructions for obtaining a DD Form 2345 can be found at: http://www.dlis.dla.mil/JCP/documents.aspx To obtain an SSC Industry Website account, Offerors must send an email to Mr. Ian McClintock, at ian.mcclintock@navy.mil with the subject: SSC Industry Website Registration Form Request . The SSC Craft Specification contained in Attachment J-1 to the prospective RFP references a classified addendum, Addendum 1, which will not be available on the SSC Industry Website. Offerors who have obtained access to Attachment J-1 and are interested in receiving the classified Addendum 1 must submit a written request to Ian McClintock at 202-781-3134; fax number 202-781-4596, email ian.mcclintock@navy.mil. The written request must contain data on the company facility and specific individual(s) requiring access as follows: facility security clearance level, issuing Government agency, and expiration date; facility security office phone/fax numbers; facility storage level, cage code, and complete destination address; personnel for whom access to classified data is requested to include full name, security clearance level, issuing Government agency, and expiration date; date of birth; and city/state of birth. Offerors must mark all email or fax requests with FOUO Privacy Sensitive in the Subject line and "For Official Use Only - Privacy Sensitive - Any misuse or unauthorized disclosure may result in both civil or criminal penalties." at the bottom of each page submitted with the request. Once a prospective Offeror s need-to-know and security clearance is verified, a classified CD will be mailed to the prospective Offeror upon release of the RFP. This pre-solicitation notice is for information only, and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. If a solicitation is issued in the future, it will be announced via FEDBIZOPPS/NECO and interested parties must comply with that announcement. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not an RFP or a promise to issue an RFP and this information is subject to modification and in no way binds the Government to award a contract.
