Description
NOTICE OF INTENT TO AWARD SOLE SOURCE: The Air Force Arnold Engineering Development Center (AEDC), Arnold AFB TN intends to award a sole source contract to Honeywell International Incorporated, Defense and Space, 1300 W. Warner Road, Tempe, AZ 85285 for the purchase of Two (2) Honeywell Air Turbine starters, model number ATS100-302, part number 383694-2. This purchase is to support F119 engine testing operations at AEDC in test cells J1, C1, and SL2. The starter application is used to start the F119 engine. This air turbine starter interfaces with the Pratt Whitney Test Mounted Accessory Drive (TMAD) that is installed on the F119 engine gearbox with the Kahn hydraulic dynamometer installed on the TMAD. The Kahn dynamometer's rear flange interfaces with the Honeywell starter flange and is secured with a V-band clamp to complete the test configuration installation. Both starters need to be on site by 30 September 2011 to provide spare hardware during an anticipated peak in F119 testing. This government intends to award a Sole Source contract action as authorized in FAR 6.302-1 (supplies or services are considered to be available from only one source). No solicitation package will be issued. However, all interested sources may identify their interest but must provide proof of capability to provide an acceptable product by submitting an accurate description of the equipment offered and make and model numbers of the equipment. Only responses containing this data will be considered for determining whether to conduct a competitive procurement. Award will not be made based on responses received to this synopsis. If no favorable responses are received by 4:00 PM EST on Monday, December 27, 2010, a contract will be negotiated with the above named source. Note: A Copy of the Manufacturer's Test Acceptance Sheet for Each Starter is required. Acceptance Test Limits: Pawl liftoff speed: 4000 to 4400 rpm MAX installed on the Pratt Whitney Test Mounted Accessory Drive (TMAD) Normal starter disengage: Pawl return speed: 4400 rpm (Max); (Starter re-engages itself to prepare for next usage) Cutout speed: 4000 to 4300 rpm Starter total inlet pressure: 60 psig MAX.
