Description

Provide all necessary architectural and engineering services required to prepare complete contract drawings, specifications, and cost estimates, including services throughout construction for Project No. 626A4-11-201, 'Boiler Plant Upgrade' at the VA Medical Center, 3400 Lebanon Pike, Murfreesboro, TN 37129. Project will replace 3 old boilers, controls, and accessories. The existing 25,000 lbs/hr boilers will be replaced with new low Nox fire-tube energy efficient boilers and sized to meet existing & future steam demands/loads and per VA design criteria. Pneumatic combustion controls and instruments will be replaced with modern digital, electronic instrumentation. The associated equipment (pumps, de-aerating tank, condensate receiver, valves, etc...) supporting boilers will be replaced as well... Asbestos pipe and joints will be abated and lead paint will be removed from boiler house. Construction cost range is between $3,000,000 and $5,000,000. Area of consideration is limited to a 250 mile radius of the VA Medical Center, Murfreesboro, Tennessee. The NAICS code is 541310 and the size standard is $4.5 million. This procurement is 100% set-aside to small businesses. Contract award is subject to the availability of VA funds. A/E Selection criteria will include: 1) Team Proposed for this Project; 2) Proposed Management Plan; 3) Previous Experience of Proposed Team; 4) Location of A/E firm; 5) Proposed Design Approach; 6) Project control; 7) Estimating effectiveness. 8) Sustainable Design; 9) Miscellaneous Experience and Capabilities; (10) Veteran Owned Small Business status. This is not a request for proposal. Firms desiring consideration must submit two copies of SF 330 to Contracting Officer, VISN 9 Network Contracting Activity, 1639 Medical Center Parkway, Suite 400, Murfreesboro, TN 37129, no later than 4:30 CST, January 7, 2011. No faxed or emailed SF 330's will be accepted. Do not contact the VA Medical Center, Murfreesboro, Tennessee with questions concerning this request for SF 330 forms or the project. Contractors must be registered in CCR.
